Cultural factors/determinants

In the context of maternal health care, cultural factors can be paramount. The factors that determine whether a pregnant woman seeks prenatal care are complex. For example, among American black women in some localities, if a pregnancy is unwanted, prenatal care is considered undesirable. Also, lack of transportation often results in fewer prenatal-care visits.27 Even with free access to prenatal care, cultural factors determine how long women in various ethnic groups delay in making their first prenatal-care visit to an obstetric physician or clinic.28... 

Many different factors determine how well a dmg regulatory policy will be implemented. These factors include the number of personnel and their qualifications and competence, their attitude to their work in general and to the dmg regulatory policy in particular, their level of pay and career stmcture, as well as the culture within the organization.

Beauty in general refers to the perception of the observer. For an object, a person, a concept or a place to appear as beautiful implies that the observer perceives it as such. As far as the entity itself is concerned, it is obvious that there are no absolute criteria able to define its beauty. For objects or their two- or three-dimensional representations, several factors can be put forward as contributing to give the observer the feeling that he or she is contemplating something beautiful. Symmetry is certainly one of them. Similarly, the relation between the object that is observed and entities found in Nature or in our urban environment is also important, as well as the possible function of the object or of what it may evoke. In any case, the most important criterion is without doubt on the observer s side his or her cultural background determines whether the observer perceives the object as beautiful or not.

Whittingham asserts that in some organizations, a blame culture exists whereby the focus in the investigation of incidents resulting in severe consequences is on individual human error, and the corrective action taken occurs at that level, rather than within the system that may have enabled the human error. He stresses that placing responsibility for the incident on what an individual did or did not do results in overly simplistic causal factor determination. 

Although it is suggested that, in the study proposed, the reality of the design and engineering, operational systems, and cultural causal factors be identified and analyzed, safety professionals should not be surprised if the incident investigation reports are inadequate for in-depth causal factor determination. Mention was made previously of my studies of over 1200 incident investigation reports and that I found, in many instances, that causal factor determination was dismal.
