A. Phase 2 Research The Laboratory Director will ensure compliance with Procedure Number Lab. 11, Qualifying for the R D Exemption at Laboratories. 

B. Phase 2 Development The Development Representative will ensure the screening of product candidates. External evaluation by selected customers (technical partners) may be initiated to obtain early performance feedback, especially in areas where the company is unable to perform the key tests necessary, or to obtain early vahdation of company test results. In Phase 2 there is no commitment to commercialization. The Director of Marketing of the Business Unit responsible for the experimental product area must approve in writing sampling an R D substance outside of the company and shall ensure compliance with Procedure Number Lab. 5, Sampling R D Substances to Third-Parties. If sampling is to a destination outside of the United States, the Director of Marketing shall inform the MRC who shall determine if the substance is subject to the export notification requirements ofTSCA 12(b).

Silent Deviations is a term used by several companies in the oil and gas industry to describe the mismatch between procedures and actual work practices (Tinmannsvik 2008). It points to a constant conflict between getting the job done and compliance with procedures and is an expression of how routine violations of written procedures tacitly become accepted practice. Reason (1997) uses the term necessary violations , where operators find a balance between procedures and knowledge based problem solving in order to minimize workload.

The supervisor should select the person to observe usually because of some specific reason such as inexperience, a reputation for taking chances, because of a history of accidents, or routine observation to check compliance with procedures. On the basis of observations and studies were shown that compliance with procedures, regulations and technical specifications by a single element of the system does not ensure safety process as a whole. Of the spills, 11 percent were due to equipment failures. Piping failures (especially lined pipe and gaskets) accounted for 30 percent, and 56 percent were caused by various types of operational errors, non-compliance with procedures, or nonexistent procedures. 

Based on the above, we find that the criterion for WSRC to actively support the quality in operating personnel regarding strict compliance with procedures to ensure public protection and plant safety is a acceptably satisfied. 

The contractor reported that it was in compliance with procedural requirements after four new procedures were issued and changes were made to "WSRC Management Requirements and Procedures" (Sections 4.07 - 4.10) (Reference 20) DPSOP-40, "SRS Radiation and Contamination Controls" DPSOP 193-203, "Handling Contaminated Cases" (Reference 21).
