High-pressure cut-outs are fitted to all hut the smallest of systems. The compressor outlet pressure is brought to one side of a bellows or diaphragm, and balanced by an adjustable spring. A scale on the control indicates the pressure setting to commercial accuracy and is checked on commissioning the system. 

More than 100 Governments have responded to a request of the Commission on Narcotic Drugs to provide the Board with information on their legitimate requirements for precursor chemicals used in the manufacture of amphetamine-type stimulants. Most basic validation activities within the cGMP pilot plant are identical to those expected in practice in a manufacturing facility. A validation master plan should be developed that addresses the design specifications and qualification, installation qualification (IQ), operational qualification (OQ), and performance qualification (PQ) of all major utility systems, process equipment, and computer control systems. Manual control systems, where used, should be set up during commissioning and should not change unless other system conditions change. 

Considerable work was done prior to commissioning on the MTG reactor control system and the cooling water system. Simulation code was written for the MTG control to model the heat/mass transfer effects during reactor switching and various trip scenarios. As a result no serious control problems have been experienced in the MTG plant.

In 2003 the UK Health and Safety Executive estimated that almost half of the primary causes for control system failures lay with inadequate specifications (Ref 2). Other key causes were changes made after commissioning, overly optimistic reliance on single channel systems, failure to verify software and poor consideration of human issues. These are systematic failures. 

After evaluation and negotiations an agreement was signed with ABB in the end of June 2011. ABBs scope comprises delivery of hardware, control system, installation and commission for both hoisting systems. 

Volume IV covers support systems and commissioning. Chapter 10 discusses some chemical engineering principles required for design of a chlorine plant, and examples are provided explaining how these fundamental concepts are translated into practice. Instra-mentation and control systems required for the various unit operations are addressed in Chapter 11 and the utilities needed for mnning the plant are presented in Chapter 12. Details pertinent to plant commissioning and operation are treated in Chapter 13.
