To combat attacks with fast-acting agents in the terminals, continuous visual surveillance of densely populated areas and observation of behavior patterns may be as useful as any detector. The TSA should study the feasibility of the widespread deployment of surveillance cameras in populated areas, coupled with behavioral-pattern-recognition software, as an alternative to chemical agent detectors. Such cameras could also provide a dual-use value in improving the overall security environment. In addition, many critical nodes in the air transportation system (control rooms, emergency-response centers, and so on) are supplied with air that is recirculated from publicly accessible areas this makes them vulnerable to being disabled by the release of... 

Precautions to be taken in transportation Motor vehicles will be placarded regardless of quantity. Drivers will be given full information regarding shipment and conditions in case of an emergency. AR 50-6 deals specifically with the shipment of chemical agents. Shipment of agents will be escorted in accordance with AR 740-32. 

The physical transport of oil droplets into the water column, called dispersion, is often a result of water surface turbulence but may also result from the application of chemical agents (dispersants). These droplets may remain in the water column or coalesce with other droplets and gain enough buoyancy to resurface. Dispersed oil tends to biodegrade and dissolve more rapidly than floating slicks because of high surface area relative to volume. Most of this process occurs from about half an hour to half a day after the spill. 

Atmospheric chemists and other scientists who have focused on pollution and global climate change have much to contribute to national security and homeland defense. These scientists have developed computational methods to accurately model and in many cases predict the transport of pollutants and particles in air or water. These same tools can be used to predict the effect of release of a chemical agent in an urban area so that appropriate emergency response plans can be developed. 

Chemical Munitions. In a broad sense, any and all supplies and equipment required to conduct offensive or defensive war by means of chemical agents. This includes chemical weapons, chemical ammunition, transport and fuel, but excludes personnel and supplies and equipment for purposes other than for direct military operations.
