The appeal of a partnership is that it combines the financial assets, facilities, equipment, and talents of two or more individuals who are interested in engaging in the same type of business. On the negative side, particularly when compared to a sole proprietorship, individual partners are restricted in their business actions although they typically have more latitude than owners of a corporation. For example, a partner cannot sell or mortgage his or her share of the partnership s assets without permission of the other partners. A material that has a high toxicity does not necessarily present a severe toxic hazard. For example, a ton of lead arsenate spilled in a busy street is unhkely to poison members of the public just a short distance from the spiU, because it is not mobile. It could be carefully recovered and removed and would present a low risk to the gener pubhc, even though it is extremely toxic. On the other hand, a ton of liquefied chlorine spilled on the same street could become about 11,000 fF of pure gas. The IDLH for chlorine is 25 ppm. Procedures implement policies - therefore the policies do not need to stipulate how things are carried out. Force majeure is an event, circumstances, or an effect that cannot be reasonably anticipated or controlled - often called an act of God, which includes natural disasters caused by weather and land movement. Start by doing a risk assessment and identify those things on which continuity of business depends power, water, labor, materials, components, services, etc. Determine what could cause a termination of supply and estimate the probability of occurrence. For those with a relatively high probability (1 in 100) find ways to reduce the probability. For those with lower probability (1 in 10000) determine the action needed to minimize the effect. The corrective action requirements fail to stipulate when corrective action should be taken except to say that they shall be to a degree appropriate to the risks encountered. There is no compulsion for the supplier to correct nonconformities before repeat production or shipment of subsequent product. However, immediate correction is not always practical. You should base the timing of your corrective action on the severity of the nonconformities. All nonconformities are costly to the business, but correction also adds to the cost and should be matched to the benefits it will accrue (see later under Risks). Any action taken to eliminate a nonconformity before the customer receives the product or service could be considered a preventive action. By this definition, final inspection is a preventive action because it should prevent the supply of nonconforming product to the customer. However, an error becomes a nonconformity when detected at any acceptance stage in the process, as indicated in clause 4.12 of the standard. Therefore an action taken to eliminate a potential nonconformity prior to an acceptance stage is a preventive action. This rules out any inspection stages as being preventive action measures - they are detection measures only. [Pg.450]

Wlien ownership rights are less well defined, or not easily defended, the incentives for resource owners to efficiently use resources in a safe, non—polluting way, are decreased or removed.
