CFR Part I71.lt allows the use of ICAO Teclmical Instructions to be used for air shipments as long as certain additional requirements set forth in 49 CFR are also conplied with. 49 CFR Part 171.12 aUows the use of the International Maritime Organization s International Maritime Dangerous Goods Code for import and export shipments by vessel as long as certain additional requirements set forth in 49 CFR are also complied with. 

IATA. Abbreviation for International Air Transport Association (Geneva), which publishes annual regulations for air shipment of hazardous materials. 

Materials classified as ORM-A are commonly regulated for air shipment only, unless they are also hazardous substances or hazardous wastes (see ORM-E). 

During 1961 and 1962, several malfunctions of liquid-helium containers caused certain airlines to place a temporary embargo on the air shipment of this cargo. No real practical data were available to substantiate burst pressures, hold times, and the effect of loss of vacuum. Tests were conducted by Air Reduction in conjunction with Superior Air Products to determine the required data. 

Bulk transportation of HAZMAT involves overland shipping by tanker truck and rail tank car and by specialized containers that are loaded onto vehicles. Over water, ships loaded with specialized containers, tanks, and drums are used. In small quantities, HAZMAT requires specially designed packaging for truck and air shipments. 

The information systems must detect when the kanban-driven consumption of an item is such that the consolidation center will run out of it before the next planned shipment arrives. This is an alarm situation, calling on consolidation center management to intervene in the supply chain to expedite delivery. Actual shortages are emergencies requiring more drastic action, such as air shipments of parts.

U.S. regulations governing import and export shipments are found in 49 CFR 171.12. For air shipments, 49 CFR 171.11 allows the shipper to use ICAO technical instructions to prepare the shipment. For shipments by vessel, the US DOT authorizes shipment preparation... 

November the War Department increased the maintenance factor from 7 percent to percent, but experience in Italy outmoded the new factor before it was received. By the end of 1943 General Porter had personally intervened to secure air shipment of 12 mortars and a few critical mortar parts to the theater. In all, late in 1943 and early in 1944, 172 mortars were scheduled to arrive by air or by convoy to relieve the situation in which depot stocks were nil and there was an actual shortage of 16 mortars in the operating battalions. Also in November 1943, the first serious theaterwide shortage of 4.2-inch mortar ammunition was reported. Despite the mortar shipments and the 40,000 rounds of HE mortar shell en route to the theater, supply proved to be insuflScient. ... 

Packages should be marked specifically with the name of the product and hazard information. Ofiter information normally includes name and address of supplier, net weight, and process information such as batch, blend, or lot number, date of manufacture, and other "variable" mformation. Shelf life information, where applicable, is also appropriate. International shipments should be labeled in accordance with regulations at the destination and with any specific agreements made with the customer. Labeling of air shipments should conform to any additional requirements set by the International Air Transportation Association (lATA). 

Cylinders are the type of compressed gas containers most widely authorized for different means of shipment. They are the most generally accepted type of container for air shipment in the case of most gases. (See Fig. 4-2.)... 

By Air Gaseous hydrogen is authorized for shipment in TC/DOT specification cylinders aboard cargo aircraft only up to 300 lb (136 kg) maximum net weight per container. Liquid hydrogen is forbidden for air shipment. 

By Air A maximum net weight of oxygen per cylinder of 150 lb (68 kg) aboard passenger aircraft and of 300 lb (136 kg) aboard cargo aircraft. Liquid oxygen, either pressurized or nonpressurized, is not accepted for air shipment under present regulations. 

Damaged shipments. Air shipments of explosives or ammunition received at a DARCOM establishment in a damaged condition or not loaded in accordance with applicable requirements shall be reported on Discrepancy in Shipment Report (SF 361) in accordance with AR 55-38 "Reporting of Transportation Discrepancies in Shipments." If damage was due to improper preservation, packaging, or packing, SF 364 (Report of Discrepancy) will be prepared in accordance with AR 735-11-2.
