Administrator responsibilities

Physical facilities help, but do not per se make a research institute. It is the people who work there and their contributions and devoted hard work that is most important. We are nearing a quarter of a century since the Hydrocarbon Research Institute was started at USC. At the beginning in 1977, Sid Benson and I shared the scientific directorship of the Institute and Jerry Segal carried out the administrative responsibilities as executive director. After the investigation is completed and the findings and recommendations are issued in the report, a system must be in place to implement those recommendations. This is not part of the investigation itself, but rather the follow-up related to it. It is not enough to put a technological, procedural, or administrative response into effect. The action should be monitored periodically for effectiveness and, where appropriate, modified to meet the intent of the original recommendation.

Clean Air Act. The Clean Air Act is administered by the EPA. Although the principal enforcement provisions are the responsibility of local governments, overall administrative responsibility rests with EPA. This act requires criteria documents for air pollutants and sets both national air quality standards and standards for sources that create air pollutants, such as motor vehicles, power plants, and so on. Important actions already taken under this law include standards for the now complete phased-out elimination of lead in gasoline, and the setting of sulfuric acid air emission guidelines for existing industrial plants.

Although he was loath to accept administrative responsibilities beyond those inherent in his research operation, Ken, nevertheless, did fulfil such tasks on occasion, at both the Departmental and Faculty level, but administration was not his forte. During his time at Queen s University, he served briefly as a Member of the Department of Chemistry Graduate Committee, and one term as Chairman of that Division of the School of Graduate Studies and Research which encompassed the physical sciences (Division IV). The Chairmen of the various Divisions are Members of the Council of the School of Graduate Studies. As well, Ken was Secretary of the Committee on Scientific Research, a committee that considered applications from faculty members for financial support of research. He contributed to the design of some of the laboratory renovations (completed in 1964) in Gordon Hall. 

An unusual feature of the life of the School of Chemistry at this time was the presence in it of the wives of both professors. Mrs. Lapworth as her husband s secretary helped him greatly with the detail of the heavy administrative responsibilities in the department. Mrs. (later Lady) Robinson [see below], as an Honorary Research Fellow, worked on long-chain acids in the professor s laboratory. Both took a kindly and active interest in staff and students.11... 

Furthermore, it must be noted that this law enjoys a vast consensus of opinion among those bodies to which it is addressed. There is no doubt that its execution will require a strong effort from the public administration responsible for the sector in order to fulfill the demands arising from it. 

In 1947 Adam was elected Dean of the Faculty of Science, a post of heavy administrative responsibilities that he held for 10 years until his retirement in 1957. Two of his heaviest duties were to select from among ever-increasing numbers of applicants those for admission to courses in the Science Faculty and to help draw up regulations for the faculty and for the now dawning University of Southampton, whose charter was granted in April 1952. Large issues continued throughout July and the early part of August, the space vacated being filled by huge quantities of imported TNT from the United States and Canada, and eight tons of French manufacture and dubious nature hurriedly recovered from the continent. Administrative responsibility for all Air Ministry bulk explosives stored at Corsham was transferred to the RAOC in January, 1941, and independent accotmts of receipts and issues disappear from the record book from that date.

During the years I knew him, he was a very busy man. His administrative responsibilities were substantial, not only as Head of the Physics Department but also as an Associate Director of Research with broader concerns. He served the National Research Council as an active member of its Committee on Catalysis and the National Advisory Committee for Aeronautics as a prominent member of its subcommittee on Lubrication, Friction and Wear. Those were heavy responsibilities during the years of World War II. He was a member of the Advisory Council of the American Institute of Physics and was an Associate Editor of the Journal of Applied Physics. He was active also on the Advisory Committee of the American Petroleum Institute s Research Project 44, which was a very active one during the war. Needless to say, he travelled a lot. In his spare time he led an active personal life. He lived on a small ranch in the countryside to the east of San Francisco Bay there he bred and rode horses he was also a skier and had a lively interest in photography and other visual arts. His wife was an accomplished sculptress and they had many friends in the world of the arts. 

In addition to these administrative responsibilities, the chief administrator is charged with controlling cost, complying with a multitude of governmental regulations, and ensuring that the hospital conforms to professional norms, which include guidelines for the care and safety of patients.
