Consistency between the intentions of the procedure writers and the understanding of the procedure users is ensured by clearly defining ah potentially ambiguous structures and through the adoption of a limited mandatory vocabulary (action verbs). Consistency significantly reduces the probabihty of operator misunderstandings/errors. [Pg.44]

Following are some examples of rules that should be defined in a writer s guide. Most of these rules, as discussed earher, can be built into dedicated software tools  [Pg.44]

The writer s guide should define the general philosophy regarding how much detail should be provided in the procedures. In general, whatever is obvious should not be expounded upon in the procedures (for instance the location of the reactor trip control). Conversely, items that are not normally operated or are being used for out of the ordinary actions should be detailed in the procedure. For example, sufficient detail should be provided in the procedure for a seldom used valve so that no time is lost while an operator refers to a plant drawing or a system description for information. Operator guidance is not only required in the control room EOPs but also for local actions by the field operators. [Pg.45]

The writer s guide must be consistent with the user s guide. The writer s guide can also define the QA process to be followed for the development and validation of the EOPs. [Pg.45]

DOE Order 5480.19, Conduct of Operations (COO) (DOE 1990), requires that the line organization responsible for operations at nuclear facilities have an Organization and Administration document that clearly describes job responsibilities, resources, and support infrastructure. The COO order also requires written procedures for critical operations, configuration control for the facility safety equipment, and formal processes for inspection of equipment, operations, and procedure improvement. The documentation that supplements the plant specific EOPs and provides justification for the EOP development programme can be divided into two groups, the technical documents and the administrative documents. The list that follows is not exhaustive. There is no fixed requirement as to what type of documents should be available.
