Workforce occupational health

The Kidd automated stripper project has met all of the deliverables outlined in the original justification. The stripping system has proven to be reliable enough to accommodate production rates above the projections used for the original design. As a result, productivity at the Kidd electrolytic plant has improved with a positive impact on workforce occupational health and safety. 

Newly affluent population segments in the United States and Europe produced a commensurate growth in residences and public buildings where lead paint was considered a desirable surface coating. This demand translated to a workforce producing lead, lead pigments, and lead paints, and users of such products, particularly house painters. These developments, in turn, translated into a lead-exposed and lead-poisoned workforce. Occupational health consequences of lead pigment and paint uses had already been distilled and evaluated in the classic nineteenth century work of Tanquerel des Planches (1839) in French.

Responses were again socially structured according to position in the hierarchy. For instance, the following proportions in each group had no views about occupational health and safety laws managers—4% supervisors—39% workforce—60%. 

In their interactions with the company the Inspectorate appeared to be hierarchical. So although inspectors interacted with the workforce, their negotiations were, in their view necessarily, with management. They did try to talk to safety representatives but with variable success. Indeed they were vitally concerned with the everyday compliance of everyone in the company and they did place much emphasis upon the company s structures for self-regulation (see Ch. 6). What cannot be gleaned from this discussion is whether or not these objectives were understood by those in the industry and whether or not they affected health and safety in the railway industry, so let us now turn our attention to how much was known about the regulatory apparatus put in place by the state to enforce occupational health and safety laws. 

None of the data deriving from this research suggests that BR s organizational and procedural response to occupational health and safety legislation was merely symbolic or rhetorical as some work on corporate envirorunental programmes suggests (Levy, 1994). But it was none the less not as effective in practice as might ideally have been expected. Let us turn next to consider whether the involvement of the workforce in this system was any more effective. 

There were a number of important ways in which occupational health and safety legislation incorporates the workforce, through its safety representatives, into the routine regulation of health and safety. Safety representatives, managers, and supervisors were asked about two of these, namely joint union-management safety committees and workplace inspections. 

Respondents were asked about their own compliance with occupational health and safety regulations and managers, supervisors, and safety representatives were asked additional questions about the propensity of the workforce to comply. 

A variant of the cost-benefit theme is that the discomfort of safety clothing or impracticality of rules explains workplace deviance. For instance 59 per cent of the workforce believed that safety equipment and occupational health and safety regulations made a difference to the way they worked, with 31 per cent regarding them as a hindrance ...
