Safety committees management

The Environment, Health and Safety Committee shall have the authority and the responsibility to assess any and all aspects of the company s decisions that pertain to operating policies and practices at its facilities to determine their impact on worker safely and health and on the environment in and around its facilities and to make recommendations to the board of directors and the management of the company. 

However, the policy assigns ultimate responsibility for safety to line management. Even the chairman of the board of directors Environment, Health and Safety Committee is a line manager as vice president for manufacturing. 

The points of agreement of Chemical Process Safety Committee meetings should be captured in meeting minutes. In some organizations a review team of senior management reviews the minutes and approve the conclusions. Once the minutes are accepted, the commitments made by various participants should be recorded and the progress of each recommendation should be periodically reviewed until such items are accomplished. 

In the event of a non-standard or accidental occurrence, the situation is reported verbally to management by a detailed level of authority which extends to the Plant Safety Committee. This Committee is composed of the Plant Manager as Chairman, and the managers of Operations, Technical Services, and Health and Safety. The Plant Safety Committee has the responsibility and authority to approve any action to return the off-standard conditions to a safe controllable condition which includes shutting down the reprocessing plant.

The conclusion would appear to be that labor-management safety committees have useful functions to perform, but determining the provision of costly health and safety conditions is not one of them. 

Again, safety here is the outcome of an active process, with engagement positioned as the cooperation needed for aspects of its creation. Safety engagement has therefore become part of the management process to ensure safety within the workforce. But whilst engagement is a very easy term to use, safety committees can be readily established, often enhanced with the lure of chocolate biscuits and tea to encourage attendance, the actual creation and enactment of engagement out on the site as part of an everyday reality can be much more complex. 

Baril and Berthelette (2000) analyze correlates of early return to work for a sample of Quebec workers compensation claims. Their qualitative analysis draws upon detailed interviews with 16 firms. Though no formal statistical analysis is drawn from these interviews, there appears to be a consensus among those interviewed that health and safety committees facilitate earlier returns to work, as does information sharing by management. However, the authors report that some types of worker involvement actually impeded returns to work returns...

When upper management support is lacking, safety committees are not able to exert any pressure on supervisors to encourage them to comply with the firm s health and safety rules.

Safety committees provide a formal channel through which management and the employees can communicate with regard to process safety issues and overall company culture. There are many references to the involvement of employee representatives in the OSHA standard. These would usually be on the safety committee. If the facility is nonunion, it is essential that the employees representative is selected by the employees, not appointed by management. But it is important to ensure that the committee is not isolated the effective implementation of this element requires that everyone participate in the process safety program. 

In response to the changing industrial scene, process employees have assumed a multifaceted role. Today s employees no longer confine themselves to just production work they are active in safety committees, health issues, public relations, and environmental concerns. However, management now regards safety, health, and environmental responsibility a vital part of all employee s jobs (see Figure 1-3), shared with production and quality goals and responsibilities. 

Although many articles questioning the value of safety committees have been written, in entities where superior results are expected and achieved, safety committees are made to work. For the superior performers, it is a common practice for the management committee to also serve as a safety committee, with safety being an early item on meeting agendas. 

Where safety committees are effective, they add to the element of tmst, from the top down and the bottom up. Surely, if they are not effective, their existence can further the belief that management is not serious when it says it is concerned about safety.
