Technology Validation Program

The Hydrogen Bus Technology Validation Program in Davis/ Sacramento, California is a multi-district partnership of the City of Davis, Yolo County Transportation District (YCTD), University of California, Davis (UC Davis), UniTrans (Transit authority for the City of Davis and UC Davis), and NRG Tech.

The DOE funds a small number of large CHP demonstrations through its Technology Validation program, and has also funded the deployment of over 200 smaller fuel cells between 2009 and 2010 for applications including forklifts... 

Earlier I discussed a method of planning for PV, in particular the overall development function leading up to it. It appears that the development group has a number of avenues that will lead to the appropriate validation approach it takes. In one approach, the critical process parameters would be measured to monitor the process and document the fact that the process is validated. Many validation programs use this approach, but they are usually undertaken right after or as part of the technology transfer effort. 

The Validation Programs Coordinators may be part of the QA unit, Technical Services unit, or the Information Technology unit.

The CCT program involves a number of projects that achieve reduction of SO, NO, and particulate emissions in a single processing unit. The technologies described arc uniquely combined to achieve project goals and, at the same time, to provide commercial-scale validation of technologies for utilities to consider in order to meet environmental standards. 

A dedicated automation specialist or group with necessary skill sets (analytical chemistry, computer literacy, and instrumentation) able to devote sufficient time to automation implementation is critical to take a project to fruition. The success of a robotics program can be enhanced greatly by making it accessible to a large population. Thus, it is essential for automation specialists to work closely with every analytical area to develop and validate automated methods for developmental products. After the technology is well established, the specialists can return to their operating areas. 

The Litchfield and Wilcoxon (1949) plotting method was once commonly used. It is certainly a valid method, and it poses no more restrictions on study design than those imposed by the probit method. The Litchfield-Wilcoxon method has become a victim of technology as modem, handheld calculators and the ready availability of simple computer programs have made other methods more convenient to run. 

The DOE now has a fuel cell automotive program and the government has a somewhat abstruse alternative fuels approach. DOE s role is to support the research that validates the technology. It is up to the automakers to use it in vehicles and put it in the dealer s showrooms. 

The City of Davis receives the project funds for disbursement to the other project partners. The program seeks to validate advanced clean fuel technologies in a practical application. 

Within the context that an appropriate method is one that fulfills the basic criteria of scientific acceptability and supports a variety of complex label claims. I am sure that the list of gaps is likely to be long. The Commission may have to embark upon a significant program of research, technology development and method validation before standard tests for all applications will be (1) up to the task set for them within the proposed legislation and (2) acceptable to the industries they affect.
