In September 1991, CPE VIII was convened in Lublin, Poland. The technical presentations were original and informative, with the major topics being chemical/physical/biological treatment technologies, monitoring, modeling, and risk assessment. 

OSPAR facilitated these technical efforts by setting up an Intersessional Correspondence Group (ICG) - a loose group of experts drawn from industry and government - which reports to OSPAR s annual meeting on point sources of pollution (known, creatively, as POINT). This work culminated in a two-day chlor-alkali workshop ( WOCAI ) in Madrid in September 1999 at which very full technical presentations were made on every aspect of the mercury issue. The conclusions of this workshop supported some, but not all, of industry s views. Where areas of technical disagreement still existed these were referred back to the ICG for resolution. 

The Chinese are not bashful about asking for commercial and technical presentations in Peking. Oftentimes, these days, the Chinese side may extend an unsolicited invitation to an American supplicant firm. If such visits result in contract negotiations, they are divided into technical and commercial parts. Only after the technical questions have been made clear, do the commercial negotiations begin. Such negotiations are in both parts arduous and difficult, but still quite agreeable and educational. 

As with any other technical presentation, understanding the information presented is difficult unless a common vocabulary is established. Voltaire said it best If you wish to converse with me, please define your terms. It is difficult enough to understand terrorists and terrorism thus, we must be familiar with terms they use and that are used to describe them, their techniques, and their actions.

I would like to dedicate this book to my wife Hannelore who, for almost thirty years, has suffered through the tedious process of creating more than 100 publications including an earlier book entitled Roll Pressing and many additional technical presentations. During these years she has prepared most of the drafts and in many cases also the camera-ready final manuscripts. 

Method of moments estimates (also known as ANOVA estimates) can be calculated directly from the raw data as long as the design is balanced. The reader is referred to Searle et al. (11) for a thorough but rather technical presentation of variance components analysis. The equations that follow show the ANOVA estimates for the validation example. First, a two-factor with interaction ANOVA table is computed (Table 7). For the past several years the second day of the Summer Institute has been held at a mountain retreat in the nearby Cascade Mountains (Fig. 1.10). A series of short technical presentations are delivered (Fig. 1.11) and by mid-afternoon an informal flip chart session is conducted, where participants add their comments to a series of discussion topics that have been developed during the first and second days of the CP AC Summer Institute. 

Each author contributed to the Project and the technical presentations at the aforementioned symposium as well as to various chapters in this book. To avoid excessive duplication, principles and techniques generally applicable to trace analysis are separated from the information and methods specific to the given elements. 

We thank all authors for providing camera-ready scripts with clear diagrams. We ask for forbearance for lack of uniformity in the technical presentation, which is unavoidable with authors from so many countries.

At the Amarillo Workshop, 124 participants from six countries took part. The NATO grant enabled 24 specialists to travel from Russia. At the meeting, a total of 50 papers were presented. The Advanced Research Workshop (ARW) on Nuclear Materials Safety held June 8-10, 1998, in St. Petersburg, Russia, was attended by 27 Russian experts from 14 different Russian organizations, seven European experts from six different organizations, and 14 U.S. experts from seven different organizations. The ARW was conducted at the State Education Center (SEC), a former Minatom nuclear training center in St. Petersburg.
