Technical education

The present occasion seems opportune to direct attention to the fact that one of the most familiar, most leadily procurable and most cheaply produced of all oiganic materials is placed beyond the reach of many students by the heavy duty levied upon it. May I, in the name of teachers of organic chemistry, appeal to the Board of Inland Revenue, on behalf of scientific and technical education, to provide institutions for higher education in science with a limited quantity of pure alcohol free of duty, thereby placing schools of chemistry in this country in the same position as those on the Continent ...

ASEAN was established in 1967 by Indonesia, Malaysia, Philippines, Singapore, and Thailand. Current members include also Brunei and Darussalam (joined in 1984), Vietnam (joined in 1995), Laos and Myanmar (joined in 1997), and Cambodia (joined in 1999). The aims and purposes of ASEAN involve cooperation in the economic, social, cultural, technical, educational, and other fields [54]. Among other cooperation schemes the ASEAN countries have also developed their own GMP guidelines, which were issued in 1984 [55]. 

The cause of inadequate or no cooling system precleaning in some quarters may be due perhaps to poor promotion on the part of the water treatment industry. But more probably it reflects a lack of basic water treatment technical education management simply fails to understand or appreciate the value of water treatment. As a result, management is unable to benefit from the expertise that is readily available by working with a good water treatment professional early on in a project.

One reason may be that since its inception ion exchange has been regarded more as a method of water production than as a method of water purification. Ion exchange equipment commonly resembles industrial plant much more closely than wastewater treatment plant. Ion exchange is also not considered a promising research area and, most importantly, it receives little attention in technical education courses. As a result, most progress in the application of ion exchange has been made by specialized companies, either resin manufacturers or producers of equipment for water treatment. 

A better understanding of the limitations of plant equipment might also be helpful. In the May 8-9, 2000, incident at Tooele, for example, there were some serious operating errors. But they were compounded by the operator s struggle to bring the system back under control. It is the judgment of the committee that some technical education and more hands-on testing on the system simulator would have helped (see Chapter 2).
