IV.6. In the review of the earlier edition of Appendix IV the section headed Control of Use and Care of Packages was removed, and more appropriate parts of the quality assurance programme elements were revised to cover the important issues. This significant change brings this edition of the appendix more into harmony with the accepted quality assurance standards in use worldwide.

Establish controls to ensure uniform adherence to health and safety programme elements. These controls should include corrective action and follow-up. 

Use of elements In a stream-sediment programme elements may be selected as indicators of both favourability and unfavourability. Negative indicators are helpful because the inherent mixing of geochemical environments and processes can result in bogus uranium anomalies. 

There has not been much guidance available on the eompetencies required for working in this area. This was a deficiency that needed to be remedied as the progressive introduction of programmable elements into systems that performed safety functions, such as PLCs used in machinery interlocking circuits, resulted in the systems becoming more complex, and increasingly difficult to assure for safety. 

In many cases there is both auto test, whereby a programmable element in the system carries out diagnostic checks to discover unrevealed failures, as well as a manual proof test. In practice, the auto-test will take place at some relatively short interval (e.g. 8 min) and the proof test at a longer interval (e.g., one year).

The nature of a PES has been defined in (1) and this paper will not repeat the basic definition. It is emphasised that the framework deals with one or more PES used in a safety related function, and that each PES may have one or more programmable elements.
