The planning of the quality management system is carried out in order to meet the requirements given in 4.1 as well as the quality objectives, and file integrity of the quality management system is maintained when changes to the quality management system are planned and implemented. 

Operational and maintenance plans should be prepared for the computer system and its associated measurement and control instrumentation. Operational plan review will focus on system reliability, performance, diagnostic records, instrument and system I/O calibration, and the provision of critical data to support the batch record. Procedures for controlling the system (e.g., system management, security, and process operations) should be reviewed to verify that they are current, in place, and being followed. For each procedure required for the system there should be documented evidence that the relevant operatives have been trained in its use. All procedures must be written and approved according to the site procedures for writing and approving SOPs. 

Organization of the SOP System. In planning the preparation of SOPs for the many procedures that will be performed in the facility, a method for managing the SOPs should be considered first. The organization of these documents should allow for maximum ease in the following areas ... 

The first step is for someone in management to recognize the need for computer systems validation and to gather the other management expertise necessary to address the issue. This person is usually someone in the Quality Assurance Unit (QAU) or the computer operations, Management Information Systems - MIS, group. While these two departments need to be involved, computer systems users such as laboratory leaders, study directors, and other affected department managers need to be included in the development of a computer systems validation plan. 

The implementation or update of a computer system is planned and executed in accordance with the organization s own project management practices. It is the project manager s responsibility to take into account the technological requirements, standards, procedural controls, regulatory requirements and related guidelines, and industry standards. 

The documents should describe all aspects of the system for the particular laboratory and should spell out responsibilities and specific procedures to be performed by laboratory personnel, supervisors, management, and waste management organizations. The waste management plan should be reviewed at regular intervals to ensure that it covers changes that may have occurred in laboratory operations.
