Sustainable integrated product policy

The Marrakech process is a global process to support regional and national initiatives to promote the shift towards Sustainable Consumption and Production (SCP) patterns. In the European Union, the Marrakech process is leading the development of an EU SCP Action Plan that entails amongst other things the Integrated Product Policy (IPP) and Green Public Procurement (GPP).

The EU is committed to introducing an Integrated Product Policy (IPP [14]) which aims to promote sustainable development by reducing the negative environmental impacts of products throughout their lifecycle from cradle to grave . 

By contrast, the 2 Integrated Product Policy (IPP) Conference in early 2001 explicitly acknowledged the hurdles barring the way to sustainable development and justified the exclusively green focus of the proposed policy initiative on the grounds of political pragmatism. It set 3 key pre-conditions of success for IPP ... 

As an example, life cycle thinking and assessment stand at the heart of a growing number of policies and instruments in areas such as Integrated Product Policy, the Sustainable Consumption and Production and Sustainable Industrial Policy Action Plan, Green Public Procurement, and the European Union (EU) Ecolabel and Ecodesign [3].

As a consequent further development of LCA and LCE, LCS is expected to become the basis for future integrated sustainability decision support on the level of products / services and processes. It is a tool, developed for use in industry, but is expected to find application in policy making, too. 

Whereas until now much of the effort related to environmental policies has concentrated on large point sources of pollution either at the start of the product s life (manufacturing) or its end (waste disposal), IPP aims to integrate policies across the whole lifecycle. It is market orientated and aims to use incentives to move the market towards more sustainable options. 

Sustainability of key environmental attributes remains problematic, even with rigorous protocols and planning because advances in forest science must be comprehensively proven and written into policy before integration with demands for productivity. Procurement is then an integral part of health policy. However, it is of course also a part of industrial policy. This is because the way in which purchasing decisions are structured and regulated impact profoundly on the way in which production happens. Thus, consideration of the pros and cons associated with procurement regimes needs to be in terms, not only of whether immediate health policy priorities are achieved, but also in light of longer term sustainability of supply of innovative health products.
