National initiation

National initiatives in North America and Europe are designed to reduce pollution emissions from both stationary and mobile sources. Independently of whether they succeed in reducing pollutant loadings, the available evidence indicates that alterations in affected forests will continue. Obviously, no one knows what affected forests will be like in 50 years. There is little doubt that they will be different. And the sooner the anthropogenic causal factors - all of them - are reduced qualitatively and quantitatively, the better are the chances of retaining or regenerating forests that will have meaning and value for those who will want to use them.

According to the UK National Initiative for the Care of the Elderly only specialists in the care of people with dementia (that is, psychiatrists including those specialising in learning disability, neurologists, and physicians specialising in the care of the elderly) should initiate treatment. The Marrakech process is a global process to support regional and national initiatives to promote the shift towards Sustainable Consumption and Production (SCP) patterns. In the European Union, the Marrakech process is leading the development of an EU SCP Action Plan that entails amongst other things the Integrated Product Policy (IPP) and Green Public Procurement (GPP). 

It was assumed that the production of most obvious CRMs (i.e. simple matrix CRMs for classical parameters that were already produced in the past) could be tackled by commercial companies. The role of the European Commission is felt to be necessary when the technological risks for CRM production are significant. The development of CRMs is not a normal market since it involves very specialised manufacturing procedures. No commercial company can afford to develop CRMs in support of many purposes. Quality is the key word commercial materials might not be of sufficient quality to respond to the demand. The EC should act where national initiatives cannot comply with the demand. Participants considered that reference materials should be certified at the EC level, not at the national level, and that commercial products should refer to primary (certified) materials. A scheme should be developed for the mutual acceptance of materials, e.g. establishing a kind of EC label of quality in this context, accreditation of RM producers should become mandatory. 

The ACCA set up the UK Environmental Reporting Awards (ERAs) scheme in 1991, which at the time of writing had completed its ninth cycle (see section 3.7). The scheme aims to support the development of corporate environmental techniques. The ERAs are now regarded as a major national initiative, which reflects the growth in corporate environmental reporting and increased demand from stakeholders for corporate accountability. The ACCA concept has become the prototype for many other country award schemes, as well as attracting the attention of the UK environment minister to present the awards for four consecutive years. 

SCCP are addressed by various jurisdictions, although the scope of those reviews or actions has not necessarily always been the same. This chapter provides the definitions of SCCPs and present status of regulation as described in some international and national initiatives. 

Table 15 provides an overview on the definitions of SCCPs as described in some national initiatives. It is noted that there is no uniform nomenclature for SCCPs, which may lead to differences in interpretation of substance identity and possible ambiguity.

There can be no return to the insular political economy of even two decades ago. Just as most forms of aggressive state and local regulation are anachronistic in the age of the national economy, so are most new national initiatives in an age of globalization. And just as social and economic policy made the leap from local to national during the Progressive and New Deal eras, so must we tackle the challenge of transnational regulation today. 

Developments in healthcare delivery are constant in recent years, bioinformatics has emerged as a new field in health informatics to support emerging and ongoing developments in molecular biology. At the same time, further evolution of the field of health informatics is reflected in the introduction of concepts at the macro or health systems delivery level with major national initiatives related to electronic health records (EHR), data standards, and public health informatics.

NIOSH and its partners convened a national conference, RD A Report on the National Initiative, on August 22-24 in Washington, DC.
