Air pollution in the United States is regulated at federal, state, and local levels. Allowable concentrations of the major air pollutants are set by the U.S. Environmental Protection Agency (EPA) under the auspices of the Clean Air Act. States and localities implement pollution control plans in accordance with the provisions of the Clean Air Act in regions where air pollutant concentrations exceed the federal standards. Some states and localities have air pollution standards of their own, and in the past, such standards have occasionally been more stringent than those of the EPA. 

Pollution control and waste disposal are now under strict regulation at federal, state, and local levels. Enforcement of these regulations has also become more effective. Increased public awareness and media coverage make it difficult for today s polluter to hide behind a screen of ignorance. 

The principal audiences for the toxicological profiles are health professionals at the Federal, State, and local levels interested private sector organizations and groups and members of the public. 

The purpose of this particular book is to equip those professionals in the federal, state, and local level organizations that are currently involved in Homeland Security with the necessary information to be able to address a chemical terrorist situation. 

The regulatory program must be designed to be implemented at a state and local level. 

The principal audiences for the toxicological profiles are health professionals at the federal, state, and local levels, interested private sector organizations and groups, and members of the public. We plan to revise these documents in response to public comments and as additional data become available. Therefore, we encourage comments that will make the toxicological profile series of the greatest use. 

Thus by the early 20th century, guns remained in widespread use (particularly rifles and shotguns in rural areas). Gun control in some form existed on a state and local level in many areas. But as with many other laws, gun laws were often enforced against the poor and persons perceived to be criminally inclined, while established citizens could carry a concealed handgun with the blessing of the local sheriff or police chief.
