Training custodial staff

While members of LEA maintenance and custodial staff do not have to be accredited, they must be trained to work in a building that contains ACBM, whether or not they are required to work with ACBM. The training must be completed before the start of operations and maintenance activities pursuant to a management plan or sixty days after the start of employment for new employees, must be at least two hours long, and must include information about the following ... 

Maintenance and custodial staff who have attended EPA-approved asbestos training or received equivalent training for operations and maintenance activities and periodic surveillance activities involving asbestos are considered to have met this additional training requirement. "... 

In addition, for Class I and Class II work who is specially trained in a training course which meets the criteria of EPA s Model Accreditation Plan (40 CFR 763) for supervisor, or its equivalent and, for Class III and Class IV work, who is trained in a manner consistent with EPA requirements for training of local education agency maintenance and custodial staff as set forth at 40 CFR 763.92 (a)(2). 

TC 3-15. Nuclear Accident and Incident Response and Assistance (NAIRA). This training circular (TC) provides techniques, procedures, and guidance for nuclear accident and incident response and assistance during peacetime. It also provides technical guidance which can be used during both peacetime and wartime. TC 3-15 is intended for use by commanders both in and outside the continental United States (CONUS and OCONUS), by staff and soldiers whose units have custody of nuclear weapons and by US Army Depot personnel who respond to a nuclear accident or incident. Custodial and maintenance staff who service the laboratory continue to be governed by other OSHA standards, particularly the Hazard Communication Standard, which sets forth the information, training, and health and safety protections required to be provided to nonlaboratory employees. 

Training techniques involving nonprofessional support staff, such as custodial or service workers, must be carefully developed because these employees often do not respond well to didactic instructional techniques. Training techniques for them must be geared to their particular educational levels, and must provide extensive motivational and interestgenerating approaches.
