The primary contractor at Site A had identified clean zones, buffer zones, and related site control procedures in its written plan however, onsite implementation differed from those specified in the plan. For example, the exclusion zones identified in the plan at the upper pad of the wastewater treatment plant, the dredge area, and the solid waste storage area were marked with signs requiring PPE, but were not labeled with red banners as called for in the plan. In addition, the exclusion zones did not have controlled access through one point of entry as described in the plan, nor were the buffer zones established and demarcated with yellow banners.

Decontaminated ton containers are sent to the Rock Island Arsenal for smelting and reclamation. The 6,260 lbs/day of biosolids filter cake is sent to an off-site disposal facility. The J 984 Federal Hazardous and Solid Waste Amendments (HSWA, pronounced "hiss-wa") to RCRA requires phasing-out land disposal of hazardous waste. Some of the other mandates of this law include increased enforcement authority for EPA, more stringent hazardous waste management standards, and a comprehensive underground storage tank program.

Military munitions. Military munitions are all ammunition products and components produced for or used by the U.S. Department of Defense (DOD) or U.S. Armed Services for national defense and security. Unused or defective munitions are solid wastes when abandoned (i.e., disposed of, burned, incinerated) or treated prior to disposal rendered nonrecyclable or nonuseable through deterioration or declared a waste by an authorized military official. Used (i.e., fired or detonated) munitions may also be solid wastes if collected for storage, recycling, treatment, or disposal. 

If an incinerator burns a listed hazardous waste, the ash is also considered a listed waste. The derived-from rule states that any solid waste generated from the treatment, storage, or disposal of a listed hazardous waste, including any sludge, spill residue, ash, emission control dust, or leachate, remains a hazardous waste unless and until it is delisted. The owner/operator must also determine whether the ash exhibits any of the characteristics of a hazardous waste. 

A number of things are not shown on these process flow sheets. One is the storage facilities for the feed, product, and by-products. The second is the waste treatment facilities. All water leaving the process must be sent through treatment facilities before it can be discharged into lakes or rivers, and some means must be devised to get rid of the solid wastes from the filters and the centrifuge (see Chapter 16).
