Congress passed the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 as part of the Homeland Security Act, in response to the terrorism attacks of 11 September, 2001. For investor protection, Congress passed the Securities Act of 1933 and the Securities Exchange Act of 1934. These acts provided government oversight on U.S. capital to prevent the kind of fraud that had resulted in the 1929 stock market crash. After the September 11 attack on the World Trade Center, the American Federal Government passed the Aviation and Transportation Security Act. A similar deadline has been set by the European Civil Aviation Conference (ECAC) for its member states to implement 100% screening of hold baggage at all international airports in the European Union.
