Safety Standard Work

These are but a few examples of safety tasks that can, if scheduled, acted upon, and then reported on, develop a safety standard work culture within a facility. This safety standard work culture will then drive the continual improvement of safety. 

Human factors should be considered in the development of safe work practices. These safe work practices will normally apply to multiple locations and will normally be in written form (safety manual, safety standards, work rules, etc.). For some locations, site-specific work practices may be appropriate. The program should provide guidelines for selection and performance evaluation of contractors. In the United Kingdom, the Health and Safety at Work Act (1974) and regulations made under it require occupiers to provide a safe plant and system of work and adequate instruction, training, and supervision. In the European community, occupiers of major hazard sites are required to produce a safety case, which describes how hazards have been assessed and are kept under control. Many other countries have similar legislation, though standards of enforcement vary. 

There is a wide range of legislation laying down standards of safety and health. In the UK, the most notable and wide ranging are the Factories Act 1961, the Health and Safety at Work Act, 1974 and the Control of Substances Hazardous to Health Act 1988, breach of any of which can result in liability to civil and/or criminal action against the offenders. 

These have been partly covered in Section 19.7.2. All gas-fired equipment should be designed to ignite, operate and shut down in a safe manner. Instructions to this effect should be clearly displayed. This is a requirement of the Health and Safety at Work etc. Act 1974. In addition, such plant should comply with all relevant standards. 

For much plant the manufacturers will provide detailed maintenance schedules which should be followed at all times. This may necessitate the use of spares and tools specific to that appliance. Attention is drawn to Regulation 25(7) of the Gas Safety (Installation and Use) Regulations, which states that No person shall carry out any work in relation to a gas appliance which bears an indication that it conforms to a type approved by any person as complying with safety standards in such a manner that the appliance ceases to comply with those standards . 

The fireworks industry in the UK is too small to warrant continuous attention by Parliament, but two corporate bodies have been established in accordance with the Health and Safety at Work Act that control safe practices within factories, including fireworks factories, and this, in turn, ensures a safe standard of products that reach the general public. 

Most on-line analyzers are installed as permanent fixtures. Bearing this in mind, environmental issues associated with temperature and vibration become more critical, and the requirement for conformance to safety standards may be enforced by the need for system certification. The latter requires an assessment of the working environment, and the potential for fire and/or explosion hazard, relative to the anticipated presence of flammable vapors or gases.
