Safety requirement specification development personnel

The design basis includes the process requirements specification and the safety requirements specification. The process requirements specification is typically developed by process engineering, with input from operations personnel. The process requirements are provided to the instrumentation, electrical, or controls systems personnel to develop the safety requirements specification with input from operations and maintenance personnel. 

Safety Requirements Specification The instrumentation and electrical (I E) requirements are developed to meet the intent of any H RA findings and the process requirements. The design documentation should establish a clear connection between each process hazard and the design of its SIFs. I E personnel should meet with the process engineering representative responsible for the process requirements to ensure that the intent is understood. 

Develop the master production record. Identify safety precautions. If specific personnel protective equipment is needed for particular steps, indicate those requirements in the master production record. 

Employers are responsible for the development of a written hazard communication program, a hazardous chemical inventory list, and associated material safety data sheets. This written program should be designed so that it is given to the new employee upon initial assignment. The materials should be site specific, readily accessible by plant personnel, and include an evergreen feature that will keep it up to date. Routinely, the government will require the SSPP to contain, at the very least, the items specified in MIL-STD-882. The SSPP will typically include explanations of the contractor s intended system safety program effort. The SSPP will usually provide detailed information about the system safety personnel and their qualifications, which must meet the minimum requirements of the RFP specifications. Information pertaining to intended Standard Operating Procedures (SOPs) and other types of operating instructions are also described. The SSPP should provide data regarding required products and services which will be developed during the contract period.
