The SubChem project aimed to improve comprehension of innovation processes in chemicals risk assessment and from these deductions to develop recommendations for action. The recommendations are not solely related to substance and technical iimovations and their framework conditions, but also encompass organisational and institutional itmovations within the scope of extended risk management. From experience gathered in the course of the SubChem project, the most important recommendations for the various actors in the innovation system can be grouped according to their distinctive roles. 

It is essential to have a clear vision of roles of the different parties to risk assessment, including risk assessors, risk managers, and other stakeholders, and to ensure they interact efficiently throughout the process (National Research Council 1983,1996 US Presidential/ Congressional Commission on Risk Assessment and Risk Management 1997). 

The product of the exposure assessment process should provide the scientific basis for risk management and communication, which are often initiated by identifying possible hazards. As a measurement, the result is complete only when accompanied by a quantitative statement of its uncertainty (Taylor Kuyatt, 1994), which is required in order to decide whether the result is adequate for its intended purpose and to ascertain whether it is consistent with other similar results. In 2002, the European Commission s Health and Consumer Protection Directorate-General published a scheme in a report on animal health that highlights the role played by exposure assessment in risk assessment and emphasizes the need for risk communication in all steps of risk assessment (EC, 2002). 

Consequently, this document is intended not only for those who carry out the assessments, the exposure assessors, but also for those who incorporate the results into the assessment of risk, the risk assessors, and those who must rely on the final results to make decisions, the risk managers. The introduction of vocabulary and criteria is intended to facilitate communication between these groups or, in the case where one person performs one or more of these roles, to facilitate a more comprehensive thought process. It is hoped that these hallmarks of data quality can be incorporated early on in the development of exposure assessments and can allow risk assessors and risk managers to more quickly and clearly identify aspects of assessments that need more work or further justification. 

The Authority will provide scientific advice which will serve as the scientific basis for the preparation of Community legislation in the field falling imder its mandate. In this respect there is a clear separation of the responsibility of the risk assessment function and that of risk management which will remain the responsibility of the Community Institutions, i.e. the European Commission and Parliament and the Council. The Authority will become the point of reference with respect to risk assessment. Its precise role will evolve over time but its role with respect to the authorisation process had become clearer following the publication of a number of recent Commission proposals. In such a proposal on smoke flavourings used or intended for use in or on foods [4], the Commission proposed that dossiers should be submitted directly to the Authority, and within a predetermined period of time the opinion of the Authority should be returned to the Commission which will remain responsible for the development of proposals on food law. The Commission following consultation of Member States in the newly created Standing Committee for the Food Chain and Animal Health will ultimately take decisions. 

It is probably safe to say that the more people or interior area a building protection system saves from exposure to a release, the better the system is. It is not plausible to say unequivocally that the cheaper the system, the more desirable it is, or vice versa. For cost to be used as a criterion for evaluation, it has to be considered in terms of benefits received. This is known as cost-benefit analysis and is used frequently in the decision-making process by federal agencies (White House, 1992). There is no adequate evidence of environmental components as dominant causes of cancer, but it is likely that tobacco and diet play a very impcMiant role [4]. Howevo-, there is little activity in investigating complex environmental conditions and toxicological studies involving natural ecosystems as part of a process of risk management and control.
