Research on Pesticides

A substance that is made or imported in small quantities for R D solely to determine if it can be used as a pesticide is exempt from Inventory and PMN requirements. The manufacturer or importer does not have to follow the notification and technically quahfied individual requirements of the R D exemption. The manufacturer must be able to prove that the R D is solely to determine if the substance can function as a pesticide. The manufacturer can either show that there is a patent for using the substance as a pesticide, or that the manufacturer or laboratory is solely devoted to pesticide research and marketing, or some other equally convincing evidence of exclusive pesticidal intent. If the manufacturer carmot make this showing, then the notification and technically quahfied individual requirements apply.

In 1954, the Committee on the Study and Regulation of Pesticides was created under the USSR Ministry of Health s (Minzdrav) State Sanitary Inspection the Committee was mandated to direct research on pesticide use regimes. However, open information about this organization s activities is scanty. 

Research on pesticides in food products carried out in 1965-66 in Khersonsk Oblast (Ukraine) detected HCH in 80% of vegetable product samples, and DDT in 74.3%o (in products of animal origin, these figures were 10%o and 93.8%), respectively). The daily diet of subjects from Group I intensity work contained 2.31 mg of DDT [A77].

Scientists in tropical countries carrying out research on pesticide fate are encouraged to develop strategic alliances between countries such as the ones that exist in some Latin America countries. The exchange of inframation, instrumentation and training have been an important aspect of the development of better expertise and facilities in this region. 

I wish to end this review with some recommendations. We who are engaged in research on pesticides stand or fall with the success or failure of the EPA. By success I mean the expeditious review and approval of those agents that are effective and can be used safely. Any means to further that goal serves not only the interests of the EPA, as well as those engaged in research and development in private industry, but also the public who will ultimately benefit. 

Before a company files an EUP it may research the pesticidal properties of a chemical substance. In those cases, if the R D activities are focused on investigating substances potential for use as pesticides, then the company does not need to comply with TSCA s restrictions on managing of R D chemicals. If the company does other types of research in addition to research on pesticides, then it must show by some affirmative evidence that its only intent with respect to the chemical at issue is to develop it as a pesticide. As a consequence, pesticides can be exempted from the premanufacture notification requirements of TSCA 5 even before an EUP is filed, but the substance will be subject to other TSCA requirements, such as reporting significant adverse effects under TSCA 8(e).

Agricultural Chemicals, has forcefully discussed research needs from the standpoint of the experiment stations, and pleads for an intensive attack on pesticidal problems through an organized fundamental type of research. Such an attack needs continued expansion to all research in the broad field of economic poisons as well as in agriculture.
