Requirements, technical barriers

Because the technical barriers previously outhned increase uncertainty in the data, plant-performance analysts must approach the data analysis with an unprejudiced eye. Significant technical judgment is required to evaluate each measurement and its uncertainty with respec t to the intended purpose, the model development, and the conclusions. If there is any bias on the analysts part, it is likely that this bias will be built into the subsequent model and parameter estimates. Since engineers rely upon the model to extrapolate from current operation, the bias can be amplified and lead to decisions that are inaccurate, unwarranted, and potentially dangerous.

National Tests. It is clearly possible to remove the technical barrier to trade represented by different national fire test procedures, by providing a facility for a manufacturer to conduct the relevant tests once and within his home country, with a guarantee of acceptability of the results by all Member States. This requires laboratories to equip themselves with all the necessary equipment and for an extensive interlaboratory collaboration and calibration procedure to be introduced, which would ensure mutual acceptance of test results. 

International agreements and regional cooperation e.g. GATT, European Acquis, specify the requirements for the free movement of goods and the elimination of technical barriers to trade, mutual recognition of test results and technical harmonization, in order to meet the needs of the market. The quality concept is being broadened to include additional aspects, tools and procedures.

Immunoassays offer much potential for rapid screening and quantitative analysis of pesticides in food and environmental samples. However, despite this potential, the field is still dominated by conventional analytical approaches based upon chromatographic and spectrometric methods. We examine some technical barriers to more widespread adoption and utilization of immunoassays, including method development time, amount of information delivered and inexplicable sources of error. Examples are provided for paraquat in relation to exposure assessment in farmworkers and food residue analyses molinate in relation to low-level detection in surface waters and bentazon in relation to specificity and sensitivity requirements built in to the immunizing antigen. A comparison of enzyme-linked immunosorbent assay (ELISA) results with those obtained from conventional methods will illustrate technical implementation barriers and suggest ways to overcome them. 

This project will identify the constraints that prevent existing fuel processors from reaching rated capacity in 30 seconds or less. A fundamental technical barrier is the thermal mass of the catalysts and stmctural materials. Reductions in thermal mass require improvements in catalyst materials and effective heat transfer. Other limiting factors are related to auxiliary equipment and process design, such as available gas blowers and burners, the fuel injection system, sensor response, and hot gas distribution within the processor.
