Record linkage

In the meantime, most linkages of routine records of the kinds required for studies of human population genetics will have to be based primarily on the names of the people concerned, their birthdates, birthplaces, and so on. All of these items of identifying information are subject to errors and to variations in the manner in which they are entered on successive documents pertaining to the same person. Despite this unreliability of the individual items, however, collectively they may possess very substantial discriminating power.

The link must be retained for as long as the record is kept, just as a handwritten signature stays with the paper, long after an employee has departed a company. Although a userid/password can be removed from a current user database, it must still be retained in an archive in order to maintain the signature and record linkage. 

In this case, reports are paper-based. The operator/user may record each significant step of the computer-related operation and/or critical outputs. Paper records and associated electronic records are retained, based the requirements of the applicable predicate rule. In hybrid systems, one approach to the signature/records linkage is by referencing the file(s) as part of the report. The reference may include the name, and creation date and time of the files associated with the batch report. Modifications to any referenced electronic file will invalidate the approval of the associated batch report. 

The Navy is well equipped to design, implement, and conduct epidemiological studies that focus on various reproductive and developmental outcomes. Such studies should include male and female military and civilian personnel as well as other populations at risk (e.g., partners of naval personnel and residents of communities affected by naval operations). Naval ships provide a unique opportunity to study a well-defined population, and one in which many confounders that affect community or occupational studies (e.g., lifestyle factors thought to affect reproductive health such as alcohol consumption and cigarette smoking) can be documented. As such, the Navy is well suited to conduct surveillance, record linkage, and etiological studies.

Record linkage. Ideally, all registries and records should be linked in a common database. It can be helpful if the system is able to recognize the same patient with two different voucher numbers and recall the clinical history from previous voucher use. This can assist in determining appropriate patient management, but it may be difficult to make this information available to service providers without a sophisticated computer network.

The association between vaccination and diabetes mellitus type 1 arose from the observation that diabetes mellitus type 1 is rising, and this is associated with increasing use of vaccination in the general population. Some small studies suggested a link. However, a recent major Danish record linkage study conclusively showed no relationship between the two (Hviid et al., 2004). 

For thyroid disorders, which are diagnosed and treated at all levels of the healthcare system, some type of record linkage is necessary to be sure that all cases are included.
