Rates national accident

Are these accident rates truly realistic indicators for the actual safety standards in these particular countries To answer this question outright national accident records are far from being comparable (Mertens 1984). There are mainly two classes of reasons responsible for this incompatibility first, national recording standards differ widely and second, hazard potentials vary considerably across industries and nations, respectively. 

In April 1982, a data workshop was held to evaluate, discuss, and critique data in order to establish a consensus generic data set for the USNRC-RES National Reliability Evaluation Program (NREP). The data set contains component failure rates and probability estimates for loss of coolant accidents, transients, loss of offsite power events, and human errors that could be applied consistently across the nuclear power industry as screening values for initial identification of dominant accident sequences in PRAs. This data set was used in the development of guidance documents for the performance of PRAs. 

According to the Bureau of Labor Statistics, the injury frequency rate for all manufacturing companies rose from 11.8 in 1960 to 15.3 in 1970. The National Safety Council estimates that there are around 15,000 job-related deaths each year and another 2,300,000 workers suffer disabling injuries. In 1995, the National Statistics Bureau in China reported 49,311 pesticide poisoning cases (accidents and suicides) in 27 provinces, including 3204 deaths. Does industrial accident rate for community comprtfe favorably with national averages ... 

During 2001 2012 periods, the output increased at proportion of 2.09 one hundred million per year, and the number of total accidents and deaths decreased fluctuant, in the same time, the death rate per million tons dropped year by year. Figure 6.1, which is taken from National Transportation Safety Board data, shows the dramatic improvement in airline safety over the past 60 years. The ordinate (y axis) shows the number of fatal accidents per million scheduled departures. In the past 50 years the value has dropped from 2.8 to 0.2. Indemnity Case Rate, which is a negative metric providing the rate of all workers compensation cases that involve lost time payments per 100 full time employees per year. It may be indicative of the company s basic prevention and reduction efforts in minimizing more serious lost time case incidence and severity. It relates closely to OSHA s DART or rate of injuries and illnesses resulting in days away from work, restricted work activity, and/or job transfer. According to Italian National Standards UNI 7249 (UNI 2007) further index rates are introduced, like incidence index of occurred accidents, defined as rate of occurred accidents per 1.000 workers, frequency index (rate of occurred accidents per 1.000.000 hours worked), severity index of accidents, which represents 1000 times total number of lost days per hours worked.
