Radiological aspects

Unless an incident occurs at a nuclear facility, it is possible that the first responders will not recognize the radiological aspects of the event. Because it is not likely that all responding individuals will have received training normally required of workers who are routinely occupationally exposed, it is necessary to establish a mechanism to ensure that the workers are not likely to receive an unacceptable level of exposures, while at the same time allowing them to perform critical missions during the early phase of a disaster.

The physical protection of fissile and radioactive materials and of nuclear power plants as a whole is mentioned where appropriate but is not treated in detail obligations of States in this respect should be addressed on the basis of the relevant instruments and publications developed under the auspices of the IAEA. Non-radiological aspects of industrial safety and environmental protection are also not explicitly considered it is recognized that States should fulfil their international undertakings and obligations in relation to these. 

Each station has Operating Engineers who are designated Senior Authorised Persons (SAP), who can, within the definitions of the Safety Rules, prepare, issue and cancel Safety Documents. These Safety Documents are specific to the electrical, mechanical or radiological aspects of the power station, and can be a combination of all three disciplines.

Often, the owner and the carrier are not prepared to deal with the radiological aspects of the accident. In these cases, there should be preplanned arrangements in place to promptly acquire and dispatch the required resources. These may include a national team with the capability to conduct radiological monitoring, assess the health and safety of workers and public, and conduct decontamination and recovery. 

Post accident recovery is an inherently complex situation depending on the conditions that have been stabilized. As such, Japan is taking a cautious, systematic, slow, and methodical approach to D D because conditions and characterization are not well known. They do not want to unduly upset stabilized conditions achieved through emergency actions to perform D D. Furthermore, from a radiological aspect, time allows the shortlived isotopes to decay, which lets nature continue the stabilization process. Therefore, the comprehensive D D approach is still being developed as Japan addresses infrastructure and containment issues. This allows them to continue the characterization and assessment of conditions while improving the overall site situation. 

Non-radiological aspects of industrial safety and environmental protection are also not explicitly considered it is recognized that States should fulfil their international undertakings and obligations in relation to these. 

Quality requirements for drinking water include microbiological, biological, physical, chemical and radiological aspects. Some of these quality requirements are shown in Table 7.1. 

A short description may be presented of the radiation monitoring systems available and the corresponding technical means for the detection of any radiation or radioactive contamination. If appropriate, this section may reference other relevant sections of the SAR concerned with the radiological aspects of hcensing the plant. 

In this section of the SAR all the deterministic analyses performed to evaluate and justify plant safety should be considered. Deterministic safety analysis predicts the plant response to PIEs in specific predetermined operational states. It applies specific rules and uses specific acceptance criteria. The analyses typically focus on neutronics and thermal-hydraulic, structural and radiological aspects that are analysed with different computational tools. As is stated in para. 4.19 of Ref. [4] In general, the deterministic analysis for design purposes should be conservative. The analysis of beyond design basis accidents is generally less conservative than that of design basis accidents. It is acceptable that best estimate codes are used for deterministic analyses provided that they are either combined with a reasonably conservative... 

I am very much indebted to A. Bankier for accepting the challenging task of editing a much needed volume dedicated to aU radiological aspects of organ transplantation in humans. This book is the result of a very successful collaboration between a group of international experts in the field and offers a comprehensive overview of all radiological issues relevant to all those involved in the care of transplanted patients. 

The main focus of the analyses is towards the thermohydraulic aspects of the transients considered. The neutronic and radiological aspects are also covered to some extent. Limited consideration is given to structural (mechanical) aspects.
