Norskoil has decided to put rather stringent SHE requirements to the bidders to be qualified. A pre-qualification questionnaire has been developed that is used during audits of the potential bidders. This contains questions concerning the potential bidder s SHE management system, resources 

Step 2 Invitation to / tendw, evaluation and /M-oontract award / 

Example The Ymer contract is a EPC contract, where one contractor will be responsible for the design and fabrication of the complete platform. This contractor will in turn sub-contract parts of the work to other contractors. One of the potential bidders for the Ymer contract had allied itself with other yards to be able to tender for the complete contract. One of the yards in this alliance did not perform well on SHE management and performance in the pre-qualification audit. The Ymer project management decided to accept this bidder alliance in order to achieve adequate competition for the contract.
