Public education and outreach

This act authorizes the USEPA to issue annual grants to assist states in implementing their USEPA-approved nonpoint source management programs. The funds are used by states for public education and outreach, technical assistance, and specific project support to prevent or reduce nonpoint source pollution at the watershed level. The funding for these grant funds was approximately 237 million for fiscal year 2004.

Conducted 25 public outreach events to increase awareness among media, stakeholder groups, educators, and the general public - together, these events directly reached more than 176,000 people. 

The relationship of public involvement to continued funding is particularly important for public sector hatcheries, most of which often understand the importance of education and include outreach in their scheduled activities. However, private sector hatcheries can also find that their participation in educational projects yields beneficial publicity and gains support for their industry by diffusing the knowledge about their operations and the resulting products. This can help them find investors as their business or overall industry expands and can provide a continuing source of new employees from the students who participate in projects or programs. 

Hands-on nanotechnology content materials based on semiconductor quantum dot nanociystals were developed for use in a broad range of educational settings including undergraduate major and non-major chemistry courses, an upper level undergraduate chemistry laboratory course and outreach activities for K-12 and general public audiences. The focus is the colorful trend exhibited by cadmium selenide (CdSe) and cadmium selenide sulfide (CdSCxSi.x) quantum dots, which is correlated with the physical size of nanosized quantum dots. This visual trend illustrates one of the central themes in nanoscience that physical properties often depend on size at the nanoscale. 

The modified formulas, called butyl nitrite and isobutyl nitrite, did not require FDA approval because they were not marketed as either a drug or food product.
