Project resource allocation

Optimizing while ignoring risks. One may, for example, run a calculation to work out the resource allocations that will help a project to finish as soon as possible. 

Determining the potential for hazards to result in an accident (risk assessment) is frequently part of the identification step (see chapter 11). This list of potential hazards and their risk is used during the evaluation and control phase of the project. Resources for evaluating the hazards and developing control methods are allocated on a priority basis, giving the appropriate time and attention to the most significant hazards. 

Some of the same patterns of relationships and constraints crop up frequently in modeling and design. In a package separate from our project-specific models, we can define a generic modeling framework for resource allocation it acts as a macro-like template that can be applied in many places. A template can contain any of the modeling constructs in the form of both diagrams and text. Additionally, any name can be written as a placeholder which will be substituted when it is applied to a model."... 

The process of smoothing out labor, material and equipment requirements to facilitate resource allocation. The project manager accomplishes this by rescheduling noncritical activities so that the total resource requirements for a particular day match the average daily resource requirements. 

That s just recognition that resources cost money. We do have to house them since they do use a laboratory and supplies. That s all factored in to the overall budget. Within that budget framework, the projects are allocated regardless of the politics. Development resources cost this much, period. 

The third reason why cost budgets are padded is that budgetary cost projections are often cut by others in the resource-allocation process. Thus the process of preparing budgets can result in a vicious cycle. Budgetary projections are padded because they will likely be cut, and they are cut because they are likely to have been padded. 

For sublethal responses, the level of resource allocation is essential. The DEB approach offers great promise as a TD model in ecotoxicology. It has been applied to the combination of a toxicant with another stressor (food limitation), but its application to mixtures of toxicants requires further work, and a comparison to dedicated experimental data. The EU sixth framework project NoMiracle has delivered such data, which in time will help develop the DEB mixtures approach to also cover sub-lethal endpoints. 

Pisano [3] discusses the management of process development projects in the pharmaceutical industry. Case studies are used to illustrate the effect of resource allocation decisions at different stages of a project. While there has been a focus on product development in the pharmaceutical industry, clearly process development plays an important role in getting a product to market and lowering the long-term product manufacturing costs. 

Once the current or future market need for the proposed product has been identified, it is important to determine whether the economic impact of the innovation is large enough to warrant R D resource allocation. The project team leader must show that growth in the market for the targeted product is attractive. In trying to assess the futare business impact, the project leader should try to visualize the futrue development of the target market and the effect the new product would have at the time it is to be commercialized.

Figure 54.3 shows two examples of resource allocations for protocol preparation. On the bottom, the CRO proposes a team, consisting of a project physician, project manager, statistician, CRA, medical writer and secretary, with a total cost of 39120. The top shows another proposal for the same activity, where the task of writing the protocol is assigned to a physician, who will be billed at 200/h, with a total cost of 52 000. 

Diagrams like Gantt and PERT charts (e.g., see [777]) are tools for project management and resource allocation. Consequently, their focus is on the representation of resources and roles.

The client has specific duties under the CDM Regulations, one of which is to appoint a planning supervisor and a principal contractor. The client must be reasonably satisfied with the competence of these appointees and with the adequacy of resources allocated by the appointees to perform their duties. The client must provide health and safety information about the project, not permit construction work to start until an adequate construction health and safety plan is available, and hold the health and safety file and make it available to others. The client must also issue a notification of the project using Form FIO. 

If RACs are, in fact, going to serve as the drivers in the system and the basis for risk acceptance and resource allocation decisions, the numbers generated must have a positive correlation to the risk involved and to the resources required to control the hazard. A universal RAC matrix would provide a means of comparing relative risks associated with multiple projects, evaluating the allocation of funds, and determining the cost-effectiveness of various controls. Ideally, this universal risk assessment code matrix could provide an evaluation of risks in absolute as well as relative terms. Chapter 12 contains a proposed universal RAC matrix (Total Risk Exposure Codes). The use of a meaningful, quantified, expanded universal RAC matrix may represent a practical approach to probabilistic risk assessment. 

However, all risks are not equal. And managements do consider incident probability in their decision making when determining the priority levels for individual projects when allocating resources.
