Specific requirements include a listing of 14 program manager responsibilities. These tend to be the basic rules for any project manager with a focus toward system safety. 

Supporting command The command assigned responsibility for providing logistics support it assumes program management responsibility from the implementing command (ATO 800-2) (APR 800-16). 

People are the most critical element in the success of a health and safety program. Management responsibility must be complemented by enqiloyees suggestions and their active involvement in keeping workplaces safe. 

Management responsibility requires that each program, element or management process is overseen by a manager. This individual should take responsibility for putting improvement initiatives into motion. 

Similarly, security should be a function of senior management, and it should rank alongside other management responsibilities. This will help to demonstrate that the company is committed to a security program that appropriate resources are allocated and those protective systems and procedures are properly used and maintained. 

ERPs do not necessarily need to be one document. They may consist of an overview document, individual emergency action procedures, checklists, additions to existing operations manuals, appendices, etc. There may be separate, more detailed plans for specific incidents. There may be plans that do not include particularly sensitive information and those that do. Existing applicable documents should be referenced in the ERP (e.g., chemical Risk Management Program, contamination response). 

Monitoring threat information should be a regular part of a security program manager s job, and utility-, facility-, and region-specific threat levels and information should be shared with those responsible for security. As part of security planning, chemical facilities should develop systems to access threat information and procedures that will be followed in the event of increased industry or facility threat levels, and should be prepared to put these procedures in place immediately, so that adjustments are seamless. Involving local law enforcement and FBI is critical.
