Priorities definition

Note Priority definitions -1 means the team will complete the task during the event, 2 signifies that the team or someone else will have to follow up after the event and 3 denotes a capital investment is required and the team will not pursue the opportunity. 

THE MATERIALS SCIENCE AND ENGINEERING STUDY of the National Research Council was initiated by a letter from U.S. Representative Don Fuqua (who was at the time Chairman of the House Science and Technology Committee) to the presidents of two academies of science and engineering. Fuqua asked about the definition of materials science and about its priorities. After deliberations and several meetings, the academies approached Merton Flemings and me in 1988 to chair a study that would involve scientists from the universities, industry, and Government laboratories.

Though chemical purity is the topmost priority, yet the biological response of a pharmaceutical substance holds an equal importance. A wide variation of active ingredients ranging between 90% in one sample and 110% ( 10 per cent limit) in another sample could invariably be observed. Expert systems, and artificial intelligence in general, are new fields whose breadth of application, and indeed, whose exact definitions, are not yet completely settled. It is sometimes claimed that no two experts on artificial intelligence agree exactly on what its definition is. Definitions of expert systems at least agree on the necessity for expertise, but even here there are differences in emphasis and in priority. 

A hedge (see pp.142-145) is without doubt the most environmentally beneficial garden barrier. But hedges take time to mature, require trimming, and occupy space. Solid walls and fences provide a practical alternative where space is limited and a secure definition of boundaries is an immediate priority. 

The same modern incinerators equipped with scmbbers, bag-filters, electro-precipitators, secondary combustion chambers, stacks, etc., are equally efficient for disposal of hazardous PCBs, dioxin, USEPA priority pollutants, and so on, if they are properly designed, installed, and managed. Incineration technology is definitely feasible, and should not be overlooked. The only residues left in the incinerators are small amount of ashes containing metals. The metal-containing ashes may be solidified and then disposed of on a landfill site. 

Priority evaluation status does not give a definite, shorter evaluation period. Rather, the application is simply moved ahead in the queue of applications under evaluation. Discussions are currently underway to define a priority evaluation time frame and broaden the criteria for priority status. 

In the present chapter, the pharmaceutical industry validation system has been reviewed. To have an appropriate validation system it is first required to define which equipment, facilities, and processes will be validated, when they will be validated, and by whom this must be performed. This definition is based on a risk assessment priority and is written in a specific document, the so-called MVP. In order to generate an adequate validation report, all the validation activities should be described in the validation protocols, SOPs, and specific procedures. 

The selection and assignment of priority pollutants are the first substantial steps in environmental control. The definition of priority pollutants, however, is evolving from unwanted chemicals in a single environmental system to a more integral concept. Therefore, analytical procedures for the collection and measurement of priority pollutants must be appropriate and available for different environmental systems. 

This volume covers ongoing research and, thus, leaves many questions unanswered and many problems unsolved. The geochemistry of disposed radioactive wastes involves many complex issues that will require years of additional research to resolve. High-priority problems include integration of geochemical data with computer models of chemical interaction and transport, definition of environmental conditions that affect the behavior of radionuclides at specific disposal sites, evaluation of complex formation of dissolved radionuclides with inorganic and organic complexants, and determination of radionuclide solubilities in natural waters.
