On August 6, 1996, the SDWA was amended again with the goals of establishing scientifically based programs there are flexible with technical and infrastructure assistance. The 1996 Amendments established water contamination prevention requirements including source water protection, capacity development, and operator certification.

The public water safety control structure in Ontario started out with some weaknesses, which were mitigated by the presence of other controls. In some cases, the control over hazards was improved over time, for example, by the introduction of operator certification requirements and by requirements added in 1994 for continuous monitoring of chlorine residuals and turbidity in wells directly influenced by surface water. While these improvements were helpful for new wells, the lack of a policy to apply them to the existing wells and existing operators left serious weaknesses in the overall public health structure. 

One of the prime reasons for operator certification training is to improve nuclear safety through a better understanding of the reactor -its processes and limitations. A study of the physical parts of the reactors helps this understanding. Procedures, automatic control systems, etc., are all designed to operate the reactor safely. However, as conditions change, the details of reactor construction. need to be re-evaluated to insure that what was once a safe system is still safe.

The general problem of selecting the optimum NDT method for polymers and PMC requires consideration and balancing of several aspects. These are (f) requirements on type and size of indications that have to be detected with specified confidence compared to size and shape of the test object (2) technical feasibility of the test method, including behavior of the material imder the applied stimulus (3) availability of the test method (4) (eventually) formal requirements, eg, operator certification, test facility accreditation, test method validation (5) (eventually) compatibility with previous measurements and (6) overall cost. It would be of interest to have more quantitatively evaluated, comparative tests applying different NDT methods to specimens with simulated, known defects (80) or to real test objects. A comparative study of the cost of different NDT methods for polymer and PMC would also be welcome.

The ultimate aim of ensuring all regulatory reqrrirements are met is to make certain the new aircraft is added to the carrier s Air Operators Certificate (AOC). The Safety Programme is applied from project conception to end-of-life. Implementation is formally monitored at defined Project Milestones by Safety Reviews which are held in parallel with the Milestone Reviews. Safety Reviews are chaired by a representative of the Product Assurance and Safety Department.
