Norwegian nationals

The Norwegian national hydrogen commission identified hydrogen production from abundant, domestic natural gas resources as a key priority. 

Many of the observations and experiments discussed below were performed in the context of mesocosm studies conducted in Raunefjorden at the Norwegian National Mesocosm Center, located at the marine biological held station at the University of Bergen in western Norway. Studies were conducted between 4 March and 24 March 2002 and 27 February and 2 April 2003 (Nejstg-aard et al. 2006) these studies will be referred to as 2002 and 2003 mesocosm studies in the remainder of the paper. The main results of these mesocosm studies will not be presented in this manuscript they are provided in detail in Nejstg-aard et al. (2006). The purpose of this section is to provide sufficient background on the mesocosm studies so that experiments conducted in their context can be understood and interpreted.

Helene Cecilie Blakstad is Senior Safety and Quality Advisor in the Norwegian National Rail Administration. From 2006 until 2012, she worked as a Senior Scientist at SINTEF Technology and Society, Department of Safety Research. Earlier, she worked within occupational health services and with the Norwegian Labour Inspectorate. She has a PhD on adapting hierarchical and risk-based approaches to safety rule modifications in the Norwegian railway system. 

The expected safety level is defined by European and national regulations and guidelines, e.g. the EU directive on minimum safety level for tunnels in the trans-European road network (EP 2004) and the Norwegian national guidelines (NPRA 2006). The above-mentioned regulations do apply to both new and existing tunnels with the intention to secure... 

In Figure 4, we see that the ICT systems are affected, due to loss of electric supply. Further, the loss of the electric supply affects important customers, such as the Norwegian National Rail Administration (Jembaneverket/JBV), further affecting the railway traffic. 

The consequence analysis followed a similar structure as that used in the Norwegian national risk picture methodology, where consequences are assessed for five so-called societal values (NDCP 2010) 1) life and health 2) nature and environment 3) economy 4) social stabiUty and 5) abiUty to govem/territorial control. 

The core steps taken to establish a risk picture in the regional RVA are broadly speaking the same as those taken to establish the Norwegian national risk picture (NDCP 2010) which to a large extent is based on the Dutch national risk assessment, see Veland et al. (2013) for a comparison 1) define societal values 2) identify hazards/threats 3) perform risk analysis and, 4) establish risk matrix. 

A main challenge related to the hazard/threat identification is achieving some sense of completeness, i.e. identifying all relevant events. An alternative to the chosen process would be to focus on specific event types and scenarios, as done in the Norwegian national risk picture (NDCP 2013).

He is editor for social and political philosophy for the Stanford Encyclopedia of Philosophy and member of the Norwegian Academy of Science.
