National Energy Policy Plan

One Department of Energy study compared alternative paths for future U.S. energy use business-as-usual and energy-efficient. Both projections suggested a substantial rise in U.S. production of C02 and the consumption of fossil fuels over the next several decades. This study was the DOE s National Energy Policy Plan (NEPP) projection to 2010. It was prepared in 1985 and was a study where environmental effects were the primary objective. The study predicted an increase in energy between 1985 and 2010 of about 30% while the projected oil and gas consumption remained relatively constant over this period. However, coal consumption increased greatly by more than 100%. C02 emissions increased from 1.25 billion metric tons per year in 1985 to about 1.73 billion metric tons in 2010. This is a 38% increase in C02. 

A primary consideration in the decision to deploy AFVs is that the justification and plan for the deployment of these vehicles must be part of an integrated national energy policy, which includes not only stationary sources, but also the entire range of energy use in the United States. 

In the Netherlands, after a protracted national debate on national energy policy and in particular nuclear power, the government was preparing to introduce, against strong opposition, a plan for two new reactors. In response to the accident, this plan was postponed indefinitely, until a review of the significance of Chernobyl for the Dutch proposals was completed.

Energy Policy Analysis. In 1977, President Carter proposed a National Energy Plan (NEP) to the Congress for the nation s future energy policy. This plan represented a significant departure from current policy at that time also, it stood in sharp contrast to the market-pricing recommendations of the Texas Energy Advisory Council.

An effective transition of the nation s energy base from petroleum to alternate energy sources will require relatively large capital investments. Incentives to make these investments will be influenced by our nation s capability to control its money supply and execute a desired monetary policy. The United States faces the sobering task of designing a technology development plan and implementing it. Its development and implementation will require an effective United States monetary policy. 

Concerning the transfer of environmental and energy technologies to developing nations, we are promoting a green aid plan whose pillars are individual projects involving discussion on policy measures and model projects. We believe it is necessary to continue to promote this plan.
