The need for building control arose primarily to protect the health and safety of the population and, latterly, to conserve fuel and power and prevent waste. Local and State Building Regulations give standards of performance necessary in the building and, as such, make reference to national and international standards and codes of practice. One of the best ways to determine that potential is to examine the Material Safety Data Sheets (MSDS), which by law in most jurisdictions must be provided by the manufacturer for any hazardous material used in the workplace and made available to the employees by plant management. The MSDS provides all the information necessary to determine the hazard potential and the requirements for control of any hazardous substance. Still other information can be found in the various guidelines published by the American Industrial Health Association, or by the U.S. National Safety Council, or by NIOSH (the U.S. National Institute for Occupational Safety and Health) or various other national, state, or provincial government bodies. (See Appendix II for information on sources.) Once you have an inventory, of course, you can start relating potential health problems to possible sources in particular areas. Codes and building requirements (national, state, and local) will impact the use of the site and the design. The local codes may affect the type of structure that can be built and where it is located. The availability or lack of certain utilities will also affect the site planning. Landscaping is also an important part of site planning. 

There are national fire codes, international fire codes, state codes and more. Most states have building codes that also address fire safety issues. Right now, most current state building codes address use and occupancy issues, building heights and building egress issues that are tied closely to the state fire codes. 

The Third Review Conference underlined that the comprehensive implementation of Article XI reinforces capacity building in each State Party and in doing so reinforces the abdity of States Parties to fully implement the Convention, hr this context, it imderlined the importance of assistance and national capacity building in the field of chemical activities for purposes not prohibited imder the Convention. The Third Review Conference welcomed national and regional efforts in this area. 

The provision of expert advice to States Parties that wish to enhance their protective capacity has become an important implementation issue. Whilst in the early years after entry into force, the focus of such measures was on national capacity building, that focus has shifted since 2004 to regional (and subregional) capacity building.
