Not necessarily as a result of this conference, but following the event, the Library of Congress appointed a National Preservation Program Officer in July 1977. The function of this office is to work with the various Preservation Office heads to develop the advisory and direct services that the Preservation Office can provide. The office also represents the Preservation Office in cooperative preservation projects such as the United States Newspaper Project and will explore theoretical and practical long-term managerial approaches and solutions to national library preservation problems.

The aims of the automation group at LGC were very clear and are shown in Table 1.3. Simphcity was considered to be the best approach, with the minimum number of processes being involved. A more complex approach has many more chances of failure. The total systems approach is defined in Chapter 3. Essentially, it sets out to cover all aspects of the analytical process as defined in Fig. 1.2. It provides for the quahty checks at operator, supervisor and managerial levels, and rehable results transferred in a readily digestible format. Many of the standard principles of managerial control are of course relevant to a project. Milestones and targets by which you can judge whether or not project objectives are satisfactorily on the road to attainment need to be set. Reports on progress need to be called for. But any attempt at a mechanistic approach to control would be quite inappropriate for ambiguous, uncertain tasks in a dynamic context, when it is hard to specify in advance which elements to control and how to do so . (Boddy and Buchanan, 1992). 

The other extreme approach also appeared unacceptable since it did not allow progressing further to achieve more depth and rigorousness in justifying priorities than it is done at present at practical managerial level.
