Local hydrogen starvation not only occurs at operation close to A,a = 1 as shown above, but it can also be caused by local blockage of the gas pathways at the anode side. Accumulation of Hquid water within the diffusion media or a foreign object in the gas channel can prevent hydrogen from being evenly distributed over the entire catalyst layer during operation of a fuel ceU [89]. Lidocaine is the most widely used local anesthetic. Its excellent therapeutic activity is fast-acting and lasts sufficiently long to make it suitable for practically any clinical use. It stabilizes cell membranes, blocks sodium channels, facilitates the secretion of potassium ions out of the cell, and speeds up the repolarization process in the cell membrane. It is used for terminal infiltration, block, epidural, and spinal anesthesia during operational interventions in dentistry, otolaryngology, obstetrics, and gynecology. It is also used for premature ventricular extrasystole and tachycardia, especially in the acute phase of cardiac infarction. Synonyms for this drug are xylocaine, neflurane, and many others. 

Local anaesthetics are employed routinely in dentistry by nerve block or by infiltration and/or regional block techniques to cary out varous operative procedures.

To find the symmetry of the normal modes we study the transformation of the atomic displacements xL y, z,, i 0,1,2,3, by setting up a local basis set e,i ci2 el3 on each of the four atoms. This consists in the injection of the local anesthetic into or around the nerve trunk or in the area of its distribution, so as to block off sensory impulses from the operative field. Because fatal effects may arise from the absorption of the anesthetic, the smallest amount of the least-toxic agent that is effective should be employed, under conditions that minimize absorption. Procaine with the addition of epinephrine (1 100,000) is generally preferred. A well-planned technique is important. It is not necessary to flood the entire field of operation, as in the earliest methods, nor even to infiltrate the whole line of incision, as in infiltration anesthesia. It is now aimed at confining the anesthetic mainly to the nerves, by placing it where the nerves chiefly run or injecting it into the nerves themselves. 

Fortunately, for school children, in spite of the inactivity of the federal government, local education authorities in many U.S. states and Canadian provinces have decided to adopt a very simplistic but effective fire test, namely the National Safety Council Standard School bus seat upholstery fire block test, which was approved by the National Conference on School Transportation as part of the National Standards for School Buses and National Standards for School Bus Operations.76 The test involves putting a few sheets of newspaper in a paper bag, placing the bag on a school bus seat and igniting it with a match. If the seat is made of adequate materials, most of it will not bum and if the materials are unsafe, the seat padding and cover will be completely destroyed. Unfortunately, this test has not been adopted by all the local education authorities and it is being applied in different ways. The ASTM subcommittee E05.17, on fire safety and transportation, is working on the development of a paper bag seat test method based on the National Safety Council Standard.
