Figure 11.1 shows different kinds of decisions important to preclinical research. Clearly, IT and simulation support are completely accepted at the lowest level of this diagram as ways of predicting molecular, cellular, organ, animal, or human properties, interactions, and responses (covered elsewhere in this volume). Therefore, scientists moving into leadership roles will very often be familiar with the strengths and weaknesses of such methods.

Since the analytical laboratory is a principal referee in the production process, there is always a risk that time pressures will tempt some members of the production team to "work the referee". An important function of the chain of command of the analytical laboratory, therefore, is establishing a clear operational policy to ensure that any such pressure does not reach the bench level ...

Robust processes will have owners that have defined roles, responsibilities, and accountabilities. These process owners must be fully dedicated to their process. They must know their process capabilities and expectations, the interrelationship between their process and other processes and manage them like a business unto themselves. Functional management must support process owners, and leadership must understand and lead the QMS effort as an ongoing program, treating it as the integral part of the business that it is. 

A well-designed QMS and the processes that comprise it require competent ownership with defined roles and responsibilities for program success. This combination ensures that the system and processes are established, maintained, improved, and remain current with industry practices and business expectations. Operational execution of the QMS and the processes comprising it will engage stakeholders, management, and leadership, provide business results, and support and ensure comphance. 

What makes synthetic organic chemists the most qualified individual to assume the leadership role in the design of safer chemicals is their ability to understand chemical reactivity at the molecular level. The basis of a chemical s commercial utility, and also its toxicity and any adverse environmental impact that it will cause, is ultimately based on how its molecules will interact with the molecules of other chemicals. These other molecules include those involved with the intended use of the commercial chemical, in addition to those found in biological systems, such as macromolecules in humans, or molecules or atoms found in the environment. 

Note Many of the responsibilities of the Site Teams will be changing during the transition to a more technology-aligned Process. It is important that the Site Teams maintain a leadership role and not relinquish any responsibilities until there is a clear and agreed to transfer of leadership to the Technology Teams. It is anticipated that this transition will take several years.
