You may have two or three checklists for inspecting equipment and machinery (1) site safety checklist, (2) safety equipment on machinery and equipment, and (3) systems checks — oil, hydraulic, etc. The following requirements are OSHA s contribution to your inspection checklists. 

OSHA does not require that forklift inspections be documented. However, using an inspection checklist, either written or electronic, is a good idea for two reasons ...

The checklist in the OSHA Inspection Manual (see Chapter 24) is probably the best comprehensive tool that can be used to evaluate the process for compliance. Use of the checklist is probably the best way of assuring that initial and subsequent implementation of PSM has been accomplished. The process of assessing each provision of the rule with the checklist will yield findings regarding the adequacy of implementation. Each of the formal audit findings must be promptly responded to by the employer and correction of deficiencies must be documented. 

Why it is so important to review the OSHA Inspection Manual s checklists (A no response is sufficient to award a violation that could be costly for the facility.)... 

The OSHA rules only generalize when it conies to inspection of heavy equipment, and they just cover safety equipment. The best source for inspection criteria is manufacturer s documentation. If that documentation does not have a comprehensive checklist, then you should assemble your own from the operating instructions and maintenance procedures. 

OSHA usually concentrates on the safety features of equipment. Many other things can go wrong to make equipment unsafe. That is why a pre-operational walk around and a pre-start up (in cab) inspection is important. Checklists, tailored to each piece of equipment, are important in this process. 

Checklists are frequently used to guide inspections. When comprehensive and well thought out, their use avoids potentially serious omissions. Many samples are available from OSHA and other safety organizations [6]. Checklists can be used directly or modified to meet specific needs. They are also valuable in follow-up work, to verify that corrective actiot s have been taken and that the hazardous conditions have been eliminated, or minimized. 

The four major components of VPP (OSHA, 2013) are management commitment and worker participation, worksite analysis, hazard prevention and control, and safety and health training. The most frequently used safety analyses are safety checklists, compliance analysis, and process hazard analysis (in industries that handle hazardous chemicals). The great advantage of VPP Star Status (the highest level of accreditation) is not just a significantly lower accident rate and lower costs, but also OSHA will conduct on-site inspections once every 2 /2-5 years.
