Because consumers get most of their information from the media (11, 12), responsible presentation of food safety issues is needed. When US newspaper editors, who cover food safety issues, were asked about where they receive the information they write about, government agencies and consumer groups received the highest scores as communicators with the media on food safety issues with 60% and 54%, respectively food manufacturers and processors received the lowest. When the editors were asked about who provides the best source of information, government agencies and universities both received scores of 77% in the credibility of information on food safety, whereas food manufacturers and processors were described as the least useful sources. 

In its 2007 report on the implementation of article 12 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, the International Narcotics Control Board informs Governments of the notification that the Board has sent to the Secretary-General, to formally initiate the procedures to transfer phenylacetic acid from Table II to Table I of the Convention. Inappropriate denial of access (IDA) describes a situation where a user should have the abihty to access a piece of information but the system denies them entry. IDA can be a frequent problem for newly implemented systems. The balance between information governance (i.e. the responsibility to protect information) and the need for the relevant chnicians to be able to view the data they require to deliver care is a difficult technical, practical and sometimes ethical issue. Applications will vary in their approach to permission setting. Some will grant or deny access to individual screens whilst others work at a functional level. Similarly some systems allow groups of users with a common business function to share permissions, so called role-based access. 

HIT systems frequently contain data which is personal and sensitive. Culturally we have come to expect that our clinical data will be kept secure and only be divulged to those individuals with a stake in managing our well-being. Exposing this confidential data to those whose interests are financial gain or sheer curiosity is generally considered unacceptable and indeed unlawful. Information Governance represents the preservation of information confidentiality - i.e. the absence of unauthorised disclosure of information [1]. 

In particular, issues of security and Information Governance are common in HIT systems and a decision needs to be taken early as to whether or not problems in this area are managed under the auspices of safety. 

Accredited certificates fulfil the role of a reliable information carrier (Graaf de, 1996) and can inform governments that a company operates a management system which conforms to the applicable standard, which could include occupational and health items. 

Infrared ER spectrometry has no mechanism of intensity enhancement, in contrast to other methods such as RA spectrometry to be described in Chapter 10 and surface-enhanced infrared absorption (SEIRA), mentioned in Chapter 13. Nonetheless, infrared ER spectrometry provides a unique technique for utilizing s- and p-polarized radiations for obtaining information governed by the surface selection rule on the transition dipoles of molecular vibrations. Theoretical analysis of the information obtained by this technique has the possibility for elucidating molecular orientations in thin films on dielectric substrates and molecular interactions in a wide variety of materials, including liquid crystals. 

Security. The NHS Connecting for Health website information governance section (NHS 2009) sets out the information governance requirements for the NHS. This website has a comprehensive set of documents supported by training, and a network of subject matter experts available to answer queries from health organisations. The website itself illustrates the level of focus placed on this sirbject by the Department of Health. 

Clearly it is worth noting that having sophisticated security and privacy requirements in place does not prevent the occasional well publicized security breach. It is outside of the remit of this paper to examine the effectiveness of security arrangements in health organisations, but it is generally held in the health informatics profession that the information governance policy, guidance and requirements are some of the best in the world.
