Because of its short history, the concept of risk communication is still evolving. In its landmark report in 1989, Improving Risk Communication, a National Academy of Sciences panel defined risk communication in part as An interactive process of exchange of information and opinion among individuals, groups and institutions. However, this definition describes one group s consensus as to what risk conununication ought to be and does not reflect either the diversity of opinion on this topic or the reality of risk communication as it is currently practised.

Labour relations will benefit from improving risk communications and the development of a better nnderstanding of self-regnlation. These are the goals both employer and employees shonld work towards. 

The state provides to industry a harmonised framework for determining, evaluating and communicating risks in the European market (REACH). This also includes a form of standardisation for procedures, responsibilities and time frames in the chain, and options for state sanctions. At the same time the basis is created for efficiency gains by employing universal IT solutions in the European market. For example, the Franco-American company Rhodia notes that REACH has reinforced its efforts in developing product stewardship programmes and reviewing SDS [526]. Managers also need to improve their communications with the public on matters of risk.
