Health and safety manager

Subcontractors are responsible for the health and safety of their employees and for complying with the requirements established in the HASP and the guidelines established in Safety Rules for Contractors. Subcontractors will report to the SM. 

Specialty duties are assigned to teams formed for specific tasks or responding to unusual circumstances (e.g., waste characterization, confined-space rescue, asbestos, lead abatement, etc.). These teams are formed, as necessary, on a permanent or temporary basis. In many cases, special training, drills and exercises, and development of safe work plans are needed to prepare team members to conduct work safely and effectively. 

For smaller projects, the field team leader and project manager will likely be the same person.

The site manager (SM) is typieally the on-site representative and is responsible for maintaining eontaet with the host (elient, eustomer, ete.), the PM, and the health and safety manager (HSM). The SM is also responsible for implementation of the HASP. The SM reports to the PM and works direetly with the elient in most eases.

Special models and programs are developed for such purposes as health and safety management and assessment, risk analysis and assessment, emission control and detection and quality control. Such a program may, for example, help the user to keep records regarding training, chemical inventories, emergency response plans, material safety data, sheet expiry dates and so on.

Another company incorporated the tool into its training program for new environmental, health, and safety managers. Participants in the training use the tool to develop a comprehensive approach to addressing sustainable development for a hypothetical acquired business unit. 

Parallel to the development of ISO 14001 1996 - Environmental Management Systems - several organizations developed guides, draft specifications, and requirements for occupational health and safety management systems (OHSMSs). Most of this development has been done by management system registrars with the expectation that an OHSMS be accepted and issued by a national or internationally accredited standards body, that is, International Organization for Standardization (ISO), British Standards, and so on. 

As we have already noted, these provisions also need to be understood in relatitm to the requirements regulation health and safety management generally that are found in Directive 89/391/EEC - the so-called Framework Directive. 

In certain drcums ces, the Authority may apply under Section 39 of the 1989 Act to the High Court for an Order in relation to certain activities. This can be obtained on an ex parte basis, that is, without notice to the employer concerned. These orders are usually obtained where physical hazards and significant deficiencies in health and safety management cause the Authority to consider the risk to persons to be very serious.
