Hazardous objects

On Russia territory there are about 100 thousands of dangerous enterprises and objects, comprising about 1500 nuclear facilities and 3000 chemical and biological extremely hazardous objects. The average period of emergency situations is 10 — 15 years for accidents and disasters with the material loss up to 2 billion USDs, and 15 — 45 days, when the material loss is up to 100 million USDs. 

The pipelines wear and increase of their total length, complex natural-technical and social terms of operation of the most hazardous objects e g., nuclear and heating power plants, chemical and microbiological enterprises, air-space systems, hydro-technical installations, all types of traffic, etc. — here are the reasons of urgent necessity to use as much as possible the NDT and TD systems. 

At present, all over the world the X-ray television systems, instruments based on magnetic heat and eddy-current methods are used to check the air-passengers luggage and to check staff when entering the hazardous objects. In banks, security services and etc. the optic-television and endoscopic technical vision systems are widely used.

Though this book is primarily intended for scientists, engineers and technicians concerned with the challenges of decommissioning nuclear-hazardous objects, we do hope it will be also found interesting and useful by specialists involved - in one way or another - into development and implementation of standard, managerial and engineering documents and decisions on the problems under consideration. 

It should be emphasized that the ultimate goals of complex decommissioning and environmental rehabilitation of radiation-hazardous objects have been formulated on basis of a detailed technical and economic analysis of possible ways to solve the existing problems, which was carried out at the earlier work stages by Russian institutes pertaining to various agencies. 

Attributing the outmost importance to the safety factor was justified as regards nuclear and radiation hazardous objects all objects of the decommissioning and environmental rehabilitation pertained to that category. The safety criterion was also highlighted as the main factor for justification of priorities in the EBRD Terms of Reference for the SMP development.

ENHANCING THE EFFICIENCY OF RADIOLOGICAL MONITORING AND ON-LINE EMERGENCY RESPONSE IN CASE OF SINKING OF TAKEN-OUT-OF-SERVICE RADIATION-HAZARDOUS OBJECTS... 

The so-called research survey is an extended ( in-depth ) variant of environmental monitoring however, in real conditions it is most often limited to some extended information survey. The research survey is conducted once every three years and more rarely, as well as before commissioning of a hazardous facility and during elimination of consequences of radiation accidents. Samples are also taken using the principle of surveying nuclear- and radiation-hazardous objects and next comparing the smvey data with some control backgrormd points. 

At present several information databases are maintained in the Far East Russia addressing radioecological status of all nuclear- and radiation-hazardous objects, their technical condition and radiation potential. Information is put at disposal of local, regional and federal authorities and the existing branch-wise crisis centers. According to the established procedure, appropriate information is transmitted to public organizations and mass media. 

Established by a special decree of the RF Government, DalRAO is Rosatom s representative in the Far East Russia and the main executor of works related to -management of SNF, Solid Radioactive Waste (SRW) and Eiquid Radioactive Waste (FRW) produced in the course of complex decommissioning of NSs and Nuclear-Powered Surface Ships (NPSSs) and -environmental rehabilitation of radiation-hazardous objects in the Far East Russia.

The forms needed to make these assessments are at the end of this chapter. All protective footwear must conq)ly with ANSI Z41.1 1991 American Standard for Personal Protection -Protective Footwear. The standard steel toe shoe or boot must be chosen to fit the tasks, hazards, and environment in which they will be worn.
