Hazardous inventory

Synthetic rubber latex was made by a process with a large and hazardous inventory of butadiene and styrene. In a modified process, the reactor has an initial charge of water and emulsifier. Also, the monomers are added to the reactor as one premixed stream and the emulsified aqueous sodium persulfate is added as the other stream. The improved scheme, discussed by Englund (1991a) contains less hazardous material and at a lower, more controllable temperature. It illustrates that large and established processes may be made safer by applying inherent safety. 

Appropriate spacing of unit operations within a process and appropriate spacing of a process from other processes, from employees nonessential to day-to-day process operation, and from the public is inherently safer. A definition of appropriate spacing would assist in evaluating the process location alternatives. This definition may take the form of a table of distances as a function of the type of hazard, inventory quantity and other factors.

All new construction shall, as a minimum, conform to the Model Building Codes applicable for the state or region, supplemented with additional safety requirements associated with the facility hazards. A hazard index is obtained by recording the hazardous inventory of the plant under investigation and by valuating the substances and the production processes using empirical factors. The methodology was originally developed for insurance purposes. It enables one to assess the hazard potential of a plant by calculating a numerical value.

This hazard inventory should be expanded and improved by what you learn from periodic surveys, change analyses, and routine hazard analyses. The baseline survey should provide the basic inventory of hazards and potential hazards. However, the foundation of your inventory is the baseline comprehensive survey. It is important that this initial survey be done well [2]. 

Establishing a complete hazard inventory is not as complicated as it may sound. It begins with having a professional conduct a comprehensive survey to determine existing and/or potential hazards of your worksite. Periodic surveys, conducted at intervals that make sense for the size and complexity of your worksite, will help to identify any new engineering or scientific knowledge of hazards and their prevention. These subsequent surveys also can help find new hazards that have evolved as a result of changing work procedures. 

A management system that uses inspections, observations, etc., identifies the hazards and potential hazards to which employees could be exposed and has designed a system to minimize and control identified hazards. However, some hazards may not be detected during the hazard inventory other hazards may have a way of slipping out of control. You need to find ways to identify hazards that were not identified during the initial inventory. In other words, you must develop a formal method to help control hazards before employees get injured [2]. 

Information from inspections should be used to expand the hazard inventory, modify/update job hazard analyses (JHAs), and/or improve the hazard prevention and control program.

Regular surveys including documented comprehensive workplace hazard evaluations are conducted by certified safety and health professional or professional engineer, etc. Corrective action is docnmented and hazard inventories are updated. Hazard analysis is integrated into the design, development, implementation, and changing of all processes and work practices.
