The purpose of this chapter is to summarize and generalize the various pollution, health, and environmental problems especially specific to the chemical industry and to place in perspective government laws and regulations as well as industry efforts to control these problems. A brief survey of air and water pollution problems will be given, but these are characteristic of all industry and the topics are too vast to be covered adequately in this book. We will be more concerned with toxic chemical pollution and its control and will spend some time on the Toxic Substances Control Act (TSCA, TOSCA) of 1976 and the Toxic Release Inventory (TRI) list begun in 1988. 

The industrial revolution spawned a major safety movement. The result was government laws and regulations aimed at protecting workers. Early in 1900, many new organizations devoted to safety and health were founded. One surviving example is the National Safety Council. There were many others at national, state, regional, and industry levels. Many no longer exist. Another derivative of the industrial revolution is workers compensation, the idea that workers receive compensation for work-related injuries. 

As well as adopting regional safety and health laws and regulations, individual countries may create their own. There may be safety and health standards issued by a standards organization within a country. There are also government laws and regulations that apply to workplaces and products. 

The options for waste disposal typically depend on the characteristics of the waste, the governing laws and regulations, and die cost of disposal options. Time constraints, the availability of materials, labor, or equipment, and limits on the work area can also affect the choice of waste treatment or disposal.
