Export production

In Australia, therapeutic goods manufactured for export are not subject to the same standards as those consumed locally. Moreover, therapeutic goods that are manufactured by an unincorporated individual, and goods that are not traded across a state boundary, are exempt goods and not subject to control or registration. Use of double standards in the case of exported products raises questions of fairness in international public health.

The world use of economic poisons can be expanded. There are simple basic factors retarding this expansion prohibitive consumer prices, lack of equipment with which to make proper field application, lack of skilled personnel in countries needing the benefits of economic poisons, exaggerated claims of nontechnical salesmen, and difficulties involved in labeling the export products.

Manufacturing assets used for NITS products are normally allocated between home sales to the NITS and exports pro rata to cost of sales. Costs must be computed on a fully allocated basis, that is, overheads are spread on a consistent basis between home and export products.

Equation (3.47) calculates the tariffs that have to be paid for import of raw materials. Duty drawbacks are considered by charging tariffs only for raw materials required for production of intermediate (second line) and finished goods (first line) that are not re-exported. The amount of intermediates not re-exported is adjusted for those intermediates that are transformed into goods subsequently re-exported at the same site. The formulation rests on the assumption that only one raw material source is used per site and that if a required intermediate is available locally the local source is used. Prices are converted from the currency used by the raw material supplier to the currency of the consuming site. Same as with the valuation of finished goods for tariff calculation the full transport costs are included in the tariff value of the raw materials and intermediates. Import tariffs for intermediates imported from another site are calculated in equation (3.48). The formulation differs from the one for raw materials because the source of the intermediates is not predetermined and the transfer price does not contain transportation costs. The net volumes of the intermediates which are not re-exported are calculated by subtracting the quantities contained in exported products from the total quantity imported. A non-negativity constraint sets the value to 0 if the respective intermediate is not imported from site s. ... 

Beginning in 1997, urea prices fell precipitously as China (who used to be a major buyer) began producing urea domestically. Between 1994 and 1997, China opened nine new urea plants and raised domestic production by 50 percent. This shifted world export product toward the US and lowered prices. At the end of 2001, China officially joined the World Trade Organization and re-entered the urea import market. The effect was to pull product away from the United States, which resulted in higher prices230. Historical urea prices are shown in Figure 11.10154.
