Economic evaluation is an assessment of the probable benefit or reward of a proposed course of action, relative to other choices. Although the benefit usually takes the form of a financial return, in environmental management, transportation (qv), health care, and other social areas, the benefit may be a social gain instead. Some method is then developed to translate the social gain into a monetary equivalent. The discussion herein is limited to the financial return expected from some type of production or service activity. 

This chapter discusses overall safety analysis techniques lor evaluating production facilities, describes the concepts used to determine where safety shutdown sensors are required, and provides background and insight into the concept of a Safety and Environmental Management Program.

The ISO has also produced a set of quality standards specifically for environmental management. This is the ISO 14000 series. The areas addressed by ISO 14000 are Environmental Management Systems, Environmental Performance Evaluations, Environmental Auditing, Life Cycle Assessment, and Environmental Labeling.

ISO includes environmental management systems, environmental auditing, environmental labeling, environmental performance evaluation, and lifecycle assessment. It is a process rather than a performance-based system. 

The result of the sustainability accounting/reporting is to provide all the elements necessary for sustainability auditing (e.g., for ISO 14000 environmental management standards) and to evaluate the sustainability performance of a company, organization or other entity using various performance indicators. 

In summary, the environmental management of materials involved in the manufacture, use, and recycling of VRLA batteries can be responsibly controlled. In fact, this is already true in many instances. Assessments of the need for further tightening of operating procedures for VRLA recycleable materials will undoubtedly be based upon a sound evaluation of the most reliable data available, and will be guided by the principles of environmentally sound management and sustainable development.

The other program mentioned in this section of Act is The Healthy School Environments Assessment Tool (HealthySEATv2). It was adapted from a database tool originally developed by the Los Angeles Unified School District to conduct self-assessment inspections in its approximately nine hundred school facilities and substantially modified by EPA to make it widely available to the more than fourteen thousand school districts nationwide. It is free software that can be customized and helps school districts evaluate and manage their school facilities for key environmental, safety, and health issues.
